The Standing Committee of the City People's Council has just issued a Decision on convening the 2nd Session (specialized session) of the 17th City People's Council, term 2026 – 2031.
Accordingly, the Standing Committee of the City People's Council decided to convene delegates of the City People's Council to attend the 2nd Session (specialized session) of the 17th City People's Council, term 2026 – 2031.
– Time: 1/2 day, opening at 2:00 PM on June 23, 2026 (Tuesday).
– Location: City Convention and Exhibition Center.
The 2nd Session (specialized session) will consider and provide opinions on the following contents: Adjusting and supplementing the city's public investment plan for 2026. Approving the list of projects and works requiring land acquisition in the city. The list of small and narrow land plots managed and used by organizations, households, and individuals, interspersed within residential areas, to conduct preliminary investigation, survey, measurement, inventory, and verification of land origin and assets attached to land in accordance with Clause 7, Article 6 of Resolution No. 226/2025/QH15 dated June 27, 2025, of the National Assembly (Phase 1). Policy on converting forest land use purpose to other purposes for the implementation of the Hanoi – Quang Ninh high-speed railway project within Hai Phong city. Policy on approving the "Project on consolidating the Hai Phong City Farmers' Support Fund based on the merger of the Hai Duong Province Farmers' Support Fund into the Hai Phong City Farmers' Support Fund".
Approving the Project on establishing the Hai Phong City Cooperative Development Support Fund based on the merger of the Hai Phong City Cooperative Development Support Fund and the Hai Duong Province Cooperative Development Support Fund. Regulating the city's annual gift regime for policy beneficiaries on the occasion of Lunar New Year, War Invalids and Martyrs' Day July 27, National Day September 02; longevity greetings for the elderly. Supplementing operational functions and charter capital for the Hai Phong City Investment and Development Fund to perform the tasks of the local housing fund. Approving the final accounts of state budget revenue in the area; final accounts of local budget revenue and expenditure for 2025. Regulating the percentage of funds to be allocated to the local housing fund in Hai Phong city. Regulating the allowance levels for each position of non-specialized personnel in hamlets and residential groups; the concurrent holding of positions, the allowance levels for concurrent positions; the number, positions, and monthly support levels for individuals participating in activities in hamlets and residential groups in Hai Phong city.
