On the morning of June 23, the Central Steering Committee for the development of science, technology, innovation and digital transformation (Central Steering Committee) organized a conference to thoroughly implement Plan No. 02-KH/BCĐTW, dated June 19, 2025 of the Central Steering Committee on promoting interconnected, synchronous, fast and effective digital transformation to meet the requirements of organizational arrangement of the political system. The conference was held in a live and online format with the participation of nearly 80,000 leaders at provinces, cities, communes, wards, and (new) special zones across the country.
Attending at the Central bridge point were comrades: Tran Cam Tu, Politburo member, Standing member of the Secretariat, Deputy Head of the Central Steering Committee; Nguyen Duy Ngoc, Politburo member, Secretary of the Party Central Committee, Chairman of the Central Inspection Committee, Deputy Head of the Central Steering Committee; Nguyen Chi Dung, Member of the Party Central Committee, Deputy Prime Minister; Members of the Party Central Committee, leaders of ministries, branches, agencies, central units, members of the Central Steering Committee, members of the National Advisory Council, representatives of leaders of telecommunications corporations and enterprises.
At Hai Phong City Bridge Point were comrades: Nguyen Van Tung, Deputy Secretary of the City Party Committee, Chairman of the City People's Committee; Do Manh Hien, Permanent Deputy Secretary of the City Party Committee; Members of the Standing Committee of the City Party Committee, Vice Chairman of the City People's Committee; leaders of city departments, branches, branches and units. At the 50 (new) communes, wards, and special zones of the city, there are comrades expected to hold leadership positions at the Party committee, government, and heads of specialized departments of communes, wards, and special zones.
At the Conference, delegates thoroughly grasped the content of Plan No. 02-KH/BCĐTW dated June 19, 2025 of the Central Steering Committee on promoting inter-connected, synchronous, effective digital transformation, meeting the requirements of organizational arrangement of the political system. The plan is urgent and strategic, aiming to concretize the goals of Resolution 57 and Conclusion 130-KL/TW of the Politburo, aiming for a streamlined apparatus that will operate effectively from July 1, 2025.
The breakthrough point of the plan is the synchronous movement of the entire political system, not only the Government but with the participation of the Party, the National Assembly, the Vietnam Fatherland Front and socio-political organizations. The plan clearly defines the tasks and responsibilities of each block, including 8 key task groups, accompanied by the content of implementation, supervision and urging.
Speaking at the conclusion of the Conference, on behalf of the Politburo, the Steering Committee, and the Standing Committee of the Secretariat, Tran Cam Tu emphasized and concretized Resolution 57 of the Politburo. The Central Steering Committee has issued 2 plans for implementation, requesting the leaders of central departments, ministries, branches, and local leaders to study and thoroughly implement these plans seriously, effectively, and promptly.
Permanent Secretary of the Secretariat Tran Cam Tu emphasized that Plan 02 was issued in the context that the entire political system is actively and drastically implementing major policies on streamlining the organization of the political system and policies on digital transformation, in order to meet the requirements of interconnection and synchronization of digital infrastructure, digital data and online public services, contributing to serving people and businesses more promptly and effectively. At the same time, it was clearly stated that in recent times, streamlining the organizational apparatus of the political system and two-level local government organization is a major and groundbreaking policy. This is not only a requirement to streamline the organization, but more importantly a requirement to innovate leadership methods and improve the Party's leadership and governance capacity.and the effectiveness and efficiency of the political system. Digital transformation is a breakthrough tool to reorganize the entire operation of the apparatus on the basis of digitalization, digital data and digital interaction.
To successfully implement the Plan, Standing Committee of the Secretariat Tran Cam Tu requested that leaders at all levels as well as the entire political system must deeply grasp the viewpoints, goals, and very specific tasks, must complete the time and seriously implement the requirements. Specifically, promote the roles and responsibilities of the leaders of Party Committee Secretaries, People's Committee Chairmen, Ministers, and Heads of Central agencies in building and approving implementation plans of agencies and localities; Directly direct, monitor and take full responsibility before the Steering Committee, the Politburo and the Secretariat for implementation results.
The Standing Committee of the Secretariat requires ensuring synchronization, connectivity and unification of information systems and databases must be built according to the principle of connection - sharing - common use. Resolutely eliminate local thinking and disperse information and data; put an end to fragmented, disconnected, and ineffective investment. Taking people and businesses as the center. The highest goal is to simplify procedures, shorten time, reduce costs, and increase the level of satisfaction of people and businesses. Technical platforms and electronic processes must be practical, easy to use, and accessible.
Standing Secretary of the Secretariat Tran Cam Tu requested that departments, ministries, central branches and localities strictly carry out tasks according to the assigned roadmap in Plan 02 of the Central Steering Committee. The Central Organizing Committee and the Party Central Office fully and promptly issue regulations on organizational structure and administrative procedures in the Party, ensuring synchronous implementation from July 1, 2025. Ministries and branches must complete the publication of the list of administrative procedures, process restructuring, connection and data sharing.
Standing Secretary of the Secretariat Tran Cam Tu requested the Provincial Party Committee, City Party Committee and People's Committees of provinces and centrally-run cities to proactively direct organizational arrangements and assign focal points clearly and consistently, ensuring the implementation of the system for handling administrative procedures according to the 2-level model effectively, smoothly and without interruption; Closely coordinate with the Standing Agency, Steering Committee Assisting Group and relevant units to promptly handle problems and inadequacies that arise during the implementation process.
The Steering Committee's standing agency needs to closely follow progress and promptly advise on handling arising issues; synthesize and evaluate the actual results of implementation; Coordinate with Party Committees and the Central Inspection Committee to regularly and periodically inspect and supervise.
Permanent Secretary of the Secretariat Tran Cam Tu also affirmed that the tasks and workload are very large, the requirements are very high, and the time is very short; At the same time, we request everyone to seriously grasp the spirit of the Central Government's direction, promote the spirit of responsibility, act decisively, and successfully implement this important plan, contributing to the comprehensive and successful implementation of Resolution 57 of the Politburo./.
