(Haiphong.gov.vn) – At the 45th Session of the World Natural Heritage Committee on September 16, 2023, UNESCO recognized Ha Long Bay (Quang Ninh province) - Cat Ba Islands (Hai Phong city) as the first inter-city-province World Natural Heritage Site in Vietnam. This is the result of more than 12 years of effort to prepare submissions as well as advocate, protect and preserve by all levels and sectors of the Central Government and Hai Phong city; is a testament to the cooperation between the two localities of Hai Phong - Quang Ninh and the cooperation of businesses, authorities and people of Cat Hai island district. This honor is an opportunity to establish an international tourism brand, which also sets out the responsibilities of all levels, sectors and people in conservation, promoting the value of the World Natural Heritage.

With the intersection of mountains, forests and islands, Ha Long Bay - Cat Ba Archipelago is a typical area with a high level of diversity in Asia, possessing 7 adjacent tropical and subtropical marine - island ecosystems, developing one after another. These ecosystems represent ecological and biological processes that are still evolving and developing, as demonstrated by the diversity of plant and animal communities.

Ha Long Bay - Cat Ba Archipelago is also home to a habitat of many rare species of animals and plants. Possessing the largest maritime forest in Vietnam with an area of more than 17,000 hectares and diverse ecosystems, Ha Long Bay - Cat Ba Archipelago is home to 4,910 species of flora and fauna on land and in the sea, of which 198 species are on the IUCN Red List, 51 endemic species. The primeval forest area of about 1,045.2 hectares on Cat Ba island is one of the important factors creating the ecological value and biodiversity of the heritage. In particular, the Cat Ba Langur is a rare species, on the list of animals at highest risk of extinction and recorded in the world Red Book. Up to now, there is still an account60 - 70 individuals distributed only in Cat Ba, nowhere else in the world does this species appear.

After 12 years of effort to prepare documents submitted to the World Natural Heritage Committee (UNESCO), Ha Long Bay - Cat Ba Archipelago was recognized as the first inter-province-city World Natural Heritage Site in Vietnam.
12 years of effort to prepare dossiers to be submitted to the World Natural Heritage Committee faced many difficulties, but with the recommendations and suggestions of UNESCO, the World Conservation Union and the spirit and responsibility of specialized agencies of the Ministry of Culture, Sports and Tourism, the determination of Hai Phong city, Quang Ninh province, and the Vietnam National UNESCO Committee, the Ha Long Bay - Cat Ba Archipelago dossier has been edited and completed according to Recommended content.
From October 29 to November 2, 2021, the Evaluation Team of the International Union for Conservation of Nature and Natural Resources had a working trip to Hai Phong for 5 days to evaluate the nomination dossier for World Natural Heritage Ha Long Bay - Cat Ba Archipelago. The results of the field trip are an important factor to help the International Union for Conservation of Nature and Natural Resources have a scientific and practical basis to make recommendations to submit to the World Heritage Committee (UNESCO) before approving the registration of heritage nomination at its annual meeting in 2022.
Ha Long Bay and Cat Ba Islands were recognized by UNESCO as World Natural Heritage, confirming the great determination of the entire political system from central to local; is a testament to the cooperation and development between the two localities Hai Phong and Quang Ninh.

For Hai Phong in particular, this is an opportunity to establish an international tourism brand, in accordance with the spirit of the three economic pillars (high-tech industry; seaport - logistics; tourism - trade") of Resolution 14 of the City Party Committee and Resolution 45 of the Politburo on building and developing Hai Phong city to 2030, vision to 2045.

Chairman of Cat Hai Island District People's Committee Bui Tuan Manh shared the city and district's drastic implementation of arranging, reducing and standardizing aquaculture rafts and tourist rafts on the bay.
