Enhancing awareness and responsibility in preventing and responding to non-traditional security threats

The overall objective of the Project is to create a strong shift in awareness, responsibility, and actions among all levels, sectors, armed forces, business community, and the people in preventing, early detecting, and responding to non-traditional security threats; to enhance the nation's communication, forecasting, warning, and response capabilities; contributing to maintaining national security, ensuring social order and safety, and serving the rapid and sustainable development of the country.

Regarding enhancing the awareness and responsibility of the political system, by 2030, it is strived that 100% of key leading and managerial cadres at all levels will thoroughly grasp the Party's guidelines, the State's policies and laws, and the National Strategy on preventing and responding to non-traditional security threats.

100% of ministries, sectors, localities, and armed forces units will incorporate content on propagating and raising awareness about non-traditional security into their annual work programs and plans.

Regarding enhancing the awareness and skills of the people, it is strived that 100% of educational institutions will implement appropriate propaganda and educational activities on preventing and responding to non-traditional security threats.

Annually, ministries, sectors, and localities will organize regular and specialized propaganda activities suitable for each target group, area, and management sector.

Regarding enhancing communication capacity and media crisis response, the goal is for 100% of ministries, sectors, and localities to establish focal points and coordination mechanisms for communication on issues related to non-traditional security.

Annually, key national, ministerial, sectoral, and local propaganda campaigns will be organized, linked to emerging non-traditional security risks and challenges; gradually enhancing the capacity to handle fake news, misinformation, and media crises.

Regarding building a nationwide movement for people to participate in preventing and responding to non-traditional security threats, it is strived that 100% of provinces and cities will establish and maintain at least 01 pilot model for propagating and enhancing prevention and response capabilities to non-traditional security threats.

Gradually replicating effective models within residential communities, educational institutions, businesses, and key areas.

The Project sets a vision to 2045, aiming to form a safe and highly adaptable society; propaganda work will become a regular activity, with a modern communication ecosystem; people will possess self-prevention and self-protection skills; the political system and core forces will have sufficient capacity for forecasting, early warning, media crisis management, and comprehensive response to all non-traditional security threats.

To achieve the above-mentioned objectives, the Project proposes the following specific tasks and solutions: Strengthening the Party's leadership, enhancing the effectiveness and efficiency of state management over propaganda work on non-traditional security; standardizing propaganda content, building a national message system for preventing and responding to non-traditional security threats; strongly innovating propaganda methods, taking digital transformation and digital communication as a breakthrough direction; enhancing strategic communication, risk communication, and media crisis response capabilities; linking propaganda work with protecting the Party's ideological foundation, ensuring ideological security and information security in cyberspace; building a proactive prevention society, enhancing adaptability and resilience to non-traditional security threats; strengthening human resource training, promoting inter-sectoral, inter-regional coordination, and international cooperation; ensuring resources and enhancing the effectiveness of the Project's implementation.

The Project is implemented nationwide; applicable to agencies, organizations, armed forces, educational institutions, businesses, press and media agencies, and relevant organizations and individuals; targeting the entire population, with a focus on key areas, remote and secluded regions, border areas, islands, ethnic minority communities, and groups vulnerable to non-traditional security threats.

The specific implementation progress is as follows:

– Phase 2026 – 2028: Organizing thorough understanding and issuing implementation plans; developing and perfecting the system of propaganda documents and messages; consolidating coordination mechanisms, databases, and core forces; implementing propaganda, training, coaching activities, and establishing pilot models; organizing inspections, evaluations, and preliminary reviews of the phase.

– Phase 2029 – 2030: Continuing to synchronously implement propaganda activities; replicating effective models; perfecting coordination mechanisms, rapid response communication, and media crisis management; strengthening inspections and evaluations of implementation results; summarizing the Project, proposing orientations and tasks for the next phase.

– Vision to 2045: Continuing to maintain and develop the national communication system for preventing and responding to non-traditional security threats in a modern, synchronous, multi-platform direction; enhancing society's adaptability, contributing to building a proactive and robust national security foundation in all situations./.
