On the afternoon of April 22, Vice Chairman of the City People's Committee Le Trung Kien chaired a reception and worked with the Working Group of the China - ASEAN Center (ACC) led by ACC Secretary General Su Trung Tuan and Chinese businesses to learn about the investment environment in Hai Phong.
Attending the meeting were representatives of leaders of Departments and branches: Foreign Affairs, Finance, Industry and Trade, Hai Phong Economic Zone Management Board; Representatives of leaders of industrial park infrastructure companies and business associations in the city.

Speaking at the meeting, Vice Chairman of the City People's Committee Le Trung Kien expressed his joy in welcoming the delegation, and emphasized that the visit took place right after the successful state-level business trip of General Secretary and President To Lam in China. This is vivid evidence of the determination of the two sides to actively implement and concretize the contents of the Vietnam-China Joint Declaration, aiming to build a Community of Shared Future.
Introducing the potential and advantages of the locality, Vice Chairman of the City People's Committee said that after merging with Hai Duong province, Hai Phong city has opened a new development space, the scale of its economy has risen to the third largest in the country with a population of more than 4.6 million people. The merger combines the resources of the two localities to create a breakthrough in infrastructure development, logistics and investment attraction. Despite general difficulties in 2025, Hai Phong still maintains impressive growth momentum, GRDP is estimated to increase by 11.81%, ranking second nationwide and the only locality to maintain double-digit growth for 11 consecutive years.

As of March 31, 2026, Hai Phong has 1,808 valid FDI projects with a total capital of more than 51.54 billion USD; Of which, Chinese enterprises have 823 projects with a total registered investment capital of 13.262 billion USD. The fulcrum for these achievements is a synchronous transportation system that converges all 5 types; High-quality human resources and large-scale industrial infrastructure system including 02 economic zones (Dinh Vu - Cat Hai and Southern Coastal Economic Zone), a specialized economic zone of 5,300 hectares and 43 industrial parks. In particular, in order to create leverage to attract investment, the National Assembly issued Resolution No. 226 on piloting a number of specific mechanisms and policies for Hai Phong, of which the strategic breakthrough is the construction of a Free Trade Zone of nearly 6,300 hectares with 17 outstanding preferential mechanisms and policies.
Regarding future orientation, Hai Phong has determined the goal of becoming a modern, civilized and ecological industrial seaport city. The city continues to promote industrial development towards digital and green transformation; Prioritize high-tech industries, semiconductors, artificial intelligence, and renewable energy, and at the same time become an international transit logistics and high-quality tourism center. Affirming that Hai Phong still has a lot of room for development, the Vice Chairman of the City People's Committee welcomed and respectfully invited ACC investors as well as Chinese businesses to learn, cooperate, share opportunities and achieve success in the Port city.

Exchanging at the meeting, ACC Secretary General Su Trung Tuan commented that Hai Phong is the largest industrial center in the North and is increasingly becoming an attractive destination for Chinese investors. He said that this trip of Chinese businesses aims to learn more deeply about the city's development orientation, thereby seeking investment cooperation opportunities in fields such as the economy, seaports, manufacturing processing, digital economy and green energy. Through the trip, ACC hopes to contribute to promoting so that more and more Chinese businesses understand, are interested in and choose Hai Phong as an investment destination. At the same time, he affirmed that the China-ASEAN Center is always ready to promote its role as a bridge and support Hai Phong businesses that are in trouble.ng to explore and expand the market in China in the near future.

Also within the framework of the meeting, representatives of the Hai Phong Economic Zone Management Board presented an overview of the city's preferential policies to attract investment. Along with that, representatives of a number of infrastructure companies introduced detailed information about the potential, advantages and orientation of attracting investment in industrial parks in the city to businesses in the Working Group.
