Results of the 2024 DDCI Index Assessment of the Department of Finance

According to the 2024 DDCI assessment report for Hai Phong City, the DDCI assessment results for the Department of Finance ranked 2nd out of 21 Departments, Boards, and Sectors; achieving a score of 77.99 points, a decrease of 1.15 points compared to 2023.

The Department of Finance is one of two units that have consistently maintained a stable ranking in the Top 5 agencies among Departments, Boards, and Sectors for 5 consecutive years from 2020-2024.

Indices that improved in 2024 compared to 2023 include the administrative procedure implementation index, which increased by 0.14 points; institutional effectiveness, which increased by 0.07 points; and fair competition, which increased by 0.29 points. The Department of Finance had 5 indices with decreased scores: time cost decreased by 0.45 points, transparency and IT application decreased by 0.35 points, informal costs decreased by 0.29 points, dynamism and pioneering decreased by 0.2 points, and business support decreased by 0.13 points. Among the 8 component indices, 2 out of 8 achieved a good score, and 6 out of 8 achieved a fair score.

The indices highly rated by businesses and cooperatives in 2024 were informal costs, institutional effectiveness, and fair competition, all achieving over 7.9 points. Businesses and cooperatives also noted the most satisfying aspects of the Department of Finance, including: effective application of information technology to implement administrative procedures (online Q&A using Vietnamese and English AI on the website, Hai Phong Department of Finance Fanpage, sending brandname messages), shortening processing time for businesses and cooperatives; quick business registration procedures with full support (online support on Zalo page "Hai Phong Business Registration Office"); enthusiastic support and answers from officials. The indicators for ease of access to information, usefulness of information on the website, and transparency of information were all rated quite well by most businesses and cooperatives./.
