Large-scale strategic technology enterprises will master, develop, and commercialize key strategic technologies, possessing sufficient capacity to address national key tasks in science and technology, innovation, digital transformation, and ensure technological sovereignty.
The Scheme sets targets for 2030 to form at least 10 large-scale domestic strategic technology enterprises to develop digital infrastructure, digital human resources, digital data, strategic technology, and cybersecurity, simultaneously meeting the following requirements:
Total annual revenue of 1 billion USD (United States Dollar) or more; average annual number of employees participating in social insurance of 5,000 people or more;
Having at least 01 science and technology organization established and operating in accordance with the law on science, technology, and innovation, belonging to the digital technology enterprise;
R&D (research and development) expenditure as a percentage of the enterprise's total revenue reaching 3% or more;
The enterprise having at least 01 patent granted by one of the five reputable intellectual property offices worldwide: USPTO, EPO, JPO, KIPO, CNIPA.
Large-scale strategic technology enterprises will play a crucial role in ensuring Vietnam has a synchronous, modern, green, interconnected, high-capacity, high-speed national digital infrastructure system, both domestically and internationally, with high reliability and availability to serve national digital transformation, develop the digital economy, digital society, and protect digital sovereignty. Specifically:
Deploying and bringing into operation at least 06 new submarine fiber optic cables, with large capacity and high-speed international connectivity, of which at least 01 submarine fiber optic cable is owned and invested by Vietnam.
Rapidly developing the 5G network, striving for 99% population coverage.
Developing and perfecting digital platforms and shared databases to meet the needs of ministries, sectors, and localities to provide services nationwide, playing a crucial role as digital infrastructure for economic and social development.
Developing at least 05 new large-scale data centers, meeting international and green standards, contributing to making Vietnam a regional data hub.
Large-scale strategic technology enterprises will build an open, interconnected, secure, and reliable national digital data ecosystem, ensuring data is standardized, shared, and responsibly exploited to promote digital government, digital economy, digital society, and protect data sovereignty.
Developing a data market with supervision to ensure safety and compliance with legal regulations; developing data services (data aggregation, analysis, labeling, etc.).
Large-scale strategic technology enterprises contribute to developing a large-scale, high-quality digital workforce, meeting international skill standards in key areas, through retraining and advanced training using a "State – School – Enterprise" model: Training, popularizing, and enhancing digital skills for state agencies, organizations, enterprises, and citizens through online learning platforms applying modern technologies such as AI, VR, AR, etc., for teaching, simulation, and updating according to international standards; Having policies to attract and utilize domestic and foreign experts to work at large-scale strategic technology enterprises, participate in strategic technology development projects and strategic technology products, meeting the socio-economic development needs of the country.
Large-scale strategic technology enterprises will master, develop, and commercialize key strategic technologies, possessing sufficient capacity to address national key tasks in science and technology, innovation, digital transformation, and ensure technological sovereignty. Specifically:
Mastering, researching, developing, and applying strategic technologies and strategic technology products; promoting Vietnamese enterprises to master at least 70% of strategic technologies in the list of strategic technologies issued by the Prime Minister.
Vietnam to be among the top 3 leading countries in Southeast Asia in AI research, development, and application.
Developing at least 06 artificial intelligence systems based on Vietnamese data to serve essential needs of people and society: justice; finance; agriculture and environment; culture, sports, tourism; education; healthcare.
Building digital twins for some provinces and cities: Including the development of a national 3D digital map, urban technical infrastructure, environment, transportation, logistics, education, healthcare, industry and trade, epidemic maps, underground works, ground space, satellite space.
Building at least 01 blockchain platform to support agencies, organizations, and enterprises in applying blockchain technology to management, operation, production, and business activities.
Building proactive national cybersecurity capacity to protect critical digital infrastructure and personal data, detect, prevent, respond to, and quickly recover from incidents, ensuring safety and maintaining digital sovereignty. Specifically:
Developing and perfecting the network for connecting and sharing information between provincial and city Cybersecurity Centers and the National Cybersecurity Centers of the Ministry of Public Security and the Ministry of National Defense to ensure the ability to monitor, detect, and respond early to cyberattacks nationwide.
Developing key cybersecurity products and services, dominating the domestic market, with international competitiveness.
To achieve the above objectives, the Scheme proposes the following tasks and solutions: Improving institutions and enhancing the effectiveness of policy and law enforcement; implementing national key tasks and major challenges in science, technology, innovation, and digital transformation; supporting research and market development for enterprises; measuring and evaluating the results of the Scheme's implementation.
Regarding the task of supporting research and market development for enterprises, the Scheme clearly states: Based on specific conditions, needs, and advantages in digital infrastructure, digital human resources, digital data, strategic technology, and cybersecurity, localities shall research and consider implementing appropriate controlled testing areas (sandboxes) to support enterprises and organizations in testing digital technology products and services before large-scale deployment.
Supporting the call for domestic and foreign investment funds to invest in the implementation of national key tasks in science, technology, innovation, and digital transformation in the fields of digital infrastructure, digital human resources, digital data, strategic technology, and cybersecurity in accordance with legal regulations.
Researching solutions to promote large-scale strategic technology enterprises to place orders, share technical standards, processes, data, and support technology transfer to small and medium-sized enterprises, institutes, and schools through co-research and development projects, and product and service testing.
Supporting and promoting enterprises to carry out national key tasks in science, technology, innovation, and digital transformation through supporting the application and transfer of foreign technology, intellectual property protection, through the National Science and Technology Development Fund, and the National Technology Innovation Fund in accordance with legal regulations.
Prioritizing enterprises that carry out national key tasks in science, technology, innovation, and digital transformation to participate in investment and trade promotion programs to support product and service promotion, and expand domestic and international markets.
Implementing training, popularizing, and enhancing digital skills for state agencies, organizations, enterprises, and citizens through online learning platforms applying modern technologies for teaching, simulation, and updating according to international standards./.
