On the morning of December 12, Hai Phong Department of Finance organized a Conference to support and remove difficulties for FDI enterprises and connect investment and business. The event attracted the participation of 72 domestic and foreign businesses.
In his opening speech, Director of the Department of Finance Nguyen Ngoc Tu affirmed that after the merger, Hai Phong has effectively promoted its resources of labor, land and infrastructure, creating favorable conditions for FDI enterprises to expand production. The city sets a goal for the period 2026–2030 to attract 2.4 million billion VND of social investment capital, of which FDI accounts for about 50%; Therefore, departments and branches continue to improve the effectiveness of supporting businesses, ensuring a transparent and healthy investment environment.

At the Conference, the Department of Finance guided businesses on regulations on investment monitoring reports, financial reports and procedures after being granted an Investment Registration Certificate. Many recommendations were raised by businesses, focusing on labor recruitment, electronic ID registration, administrative procedures, fire prevention, foreign work licensing and tax policy.

Representatives of FDI enterprises highly appreciated Hai Phong's open investment environment, and at the same time wished to connect more deeply with Vietnamese enterprises to increase the localization rate. Domestic supporting industry enterprises also raised difficulties in land rental prices, technical human resources and credit mechanisms.

Departments and branches including the Department of Home Affairs, City Police... directly answered questions and disseminated new regulations on labor, production safety, foreign residence, fire prevention and fighting and electronic identification registration.

Deputy Director of the Department of Finance Tran Thi Hai Yen emphasized that the Department continues to maintain the motto "The success of the business is the success of the city", committed to creating a favorable and equal investment environment for foreign investors.
