On the afternoon of October 20, the City People's Committee held an October meeting to adjust the disbursement scenario of the public investment capital plan in 2025 until the end of the budget year. Comrade Le Anh Quan, Member of the Standing Committee of the City Party Committee, Standing Vice Chairman of the City People's Committee chaired the meeting.

In attendance were members of the Standing Committee of the City Party Committee: Vu Tien Phung, Director of the Department of Home Affairs; Pham Van Thep, Director of the Department of Science and Technology; Bui Van Thang, Director of the Department of Agriculture and Environment; with Vice Chairman of the City People's Committee Tran Van Quan and leaders of departments, branches and localities. The meeting was held both in person and online in communes and wards.

According to a report from the Department of Finance, by October 16, the entire city had disbursed 24,393 billion VND, reaching 68% of the capital plan assigned by the Prime Minister and 62.4% of the plan assigned by the City People's Council. Based on implementation progress and capital needs, the Department of Finance proposed that the City People's Committee submit to the People's Council to adjust the capital plans of 757 projects, tasks, and programs, with an equal balance of total increases and decreases. Based on the adjusted plan, it is expected that by January 31, 2026, the city will disburse 38,729 billion VND, equivalent to 107.9% of the capital plan assigned by the Prime Minister and 98.6% of the plan assigned by the City People's Council.

Concluding the meeting, Standing Vice Chairman of the City People's Committee Le Anh Quan acknowledged the efforts of investors, localities and units that have closely followed the public investment capital disbursement plan. This result helps Hai Phong rank 8th nationwide in terms of disbursement progress, 16.8% higher than the national average. However, there are still some investors and project management boards with disbursement rates lower than average.
He requested agencies and units to strive to complete 100% of the capital plan assigned by the Prime Minister and over 98% of the plan assigned by the City People's Council in 2025. The Department of Finance urgently coordinates with investors to unify and complete the adjustment of the capital plan to submit to the thematic session of the City People's Council for consideration and approval.

Departments and branches such as Construction, Agriculture and Environment, Finance, and Home Affairs need to strengthen coordination and timely guidance, while shortening administrative procedures and speeding up acceptance and settlement work. State Treasury Region III is required to control expenditures and payments as soon as complete documents are available, and promote payment through online public services.
Regarding site clearance, localities must take drastic action, assigning leaders and officers in charge of each project with responsibilities, as a basis for evaluating year-end results. Investors and contractors are required to take advantage of favorable weather at the end of the year, speed up construction progress and complete payment documents.
Comrade Le Anh Quan emphasized: "Resolutely do not accept the failure of the investor and management board to complete the disbursement of assigned capital, especially after capital adjustment." At the same time, units are required to develop a public investment capital plan in 2026, ensuring feasibility, reality and compatibility with the city's development orientation./.
