On the morning of October 21, within the framework of activities to celebrate National Digital Transformation Day 2025 with the theme “Digital Transformation: Faster – More Effective – Closer to the people”, the Ministry of Science and Technology announced the ranking results of the Provincial Digital Transformation Index (DTI) in 2024.

Accordingly, Hai Phong city has increased 5 places compared to 2023, rising to 3rd place nationwide with a DTI value of 0.7857 points. Notably, Hai Phong achieved maximum scores in the pillars of Digital Awareness and Digital Institutions, and ranked 3rd in the country in Digital Infrastructure and Digital Economic Activities, affirming the city's efforts, determination and clear effectiveness in digital transformation recently.
This is a worthy result, reflecting the persistent efforts, spirit of innovation and high political determination of both the government system and the city's people in the comprehensive digital transformation journey.
From November 2024, Hai Phong officially opened the Digital Government Project, marking an important step in the digital transformation process at the local level. The city has integrated and shared data from 23 databases and information systems of central ministries and branches with 1,579 online public services on the National Public Service Portal, reaching a rate of 81.5%.
Along with that, Hai Phong has created a shared data warehouse including 192 data sets, 1,941 information fields and more than 437,000 records from 18/20 departments and branches; operates an open data portal with 58 data tables from 14 units, providing 50/98 open data sets, creating conditions for people and businesses to easily exploit information at the address data.haiphong.gov.vn.
The city also focuses on developing electronic identification and authentication services, Smart Hai Phong application, monitoring and evaluation system for digital government services and online digital skills training platforms. These synchronous solutions contribute to improving management efficiency, bringing public services closer to people and businesses.
In particular, Hai Phong has proactively broken through, taking advantage of opportunities from the merger of two localities, Hai Phong - Hai Duong, to restructure the management model, integrate data infrastructure and unify the shared digital platform, creating a solid foundation for the development of the digital economy and digital society in the new period.
At the program, Mr. Nguyen Phu Tien - Deputy Director of the National Digital Transformation Department said that since 2020, the Ministry of Science and Technology (formerly the Ministry of Information and Communications) has issued and deployed the Digital Transformation Index (DTI) to evaluate the level of digital transformation at three levels: Ministry, province and country. DTI is an important tool to help monitor progress, evaluate effectiveness and guide policies to promote digital transformation nationwide.
Continuing to maintain its position in the leading group of the Digital Transformation Index (DTI) rankings is a clear demonstration of Hai Phong's strategic vision, political determination and effective approach in the journey of promoting comprehensive digital transformation, with people and businesses at the center.
The city proactively promotes the provision of comprehensive online public services, builds population and socio-economic databases, deploys a digital government service model, and develops digital infrastructure and digital human resources. These efforts contribute to realizing the goal of making Hai Phong the leading smart, innovative and modern city in the region, playing a pioneering role in the national digital transformation process./.
