The North Cam River urban area in general, and the administrative and political center of Hai Phong City in particular, will be the most modern, dynamic, and prosperous urban area in the Northern region, a symbol of the development and expansion of the city in the new era. The project has synchronous and modern traffic structures, water supply and drainage, energy, urban lighting, communications, and environment, helping the city expand urban space, reducing the load on the current old urban area. When completed, the City's Political and Administrative Center will be the headquarters of all Party agencies, authorities, the Fatherland Front, and the city's political and social organizations (except the armed forces).
The investment project to build the City Political - Administrative Center, the transportation system and the synchronous technical infrastructure system in the North Cam River Urban Area is invested by the Urban Development Project Management and Civil Works Construction Investment Board. Construction site in Tan Duong commune, Thuy Nguyen district with about 13.63 hectares. Total investment 2,513,243,000,000 VND. Project implementation time and progress from 2020 to 2025. Funding source from the city budget.
The main works include 14 blocks, designed symmetrically along the North - South and East - West axes. In addition, supporting technical systems are also built.
