On the morning of May 20, Prime Minister Pham Minh Chinh chaired a national online conference to promote growth momentum through promoting disbursement of public investment capital in 2025. At the conference, the Government determined the target of disbursement of 100% of the public investment capital plan in 2025, instead of 95% as previously set.
Attending the Conference were Deputy Prime Ministers; Ministers, Heads of ministerial-level agencies and Government agencies; representatives of Party and National Assembly agencies; representatives of the Supreme People's Court, Supreme People's Procuracy, Central Committee of the Vietnam Fatherland Front; leaders of ministries and central branches; leaders of provinces and centrally run cities; together with representatives of leaders of Groups, Corporations and State-owned Joint Stock Commercial Banks.
Chairman of the City People's Committee Nguyen Van Tung attended the Conference at Hai Phong city bridge and leaders of relevant departments and branches.
In his opening speech at the Conference, Prime Minister Pham Minh Chinh reviewed the results of public investment in the first months of the year, including 37/47 ministries, agencies and 27/63 localities with a disbursement rate below the national average. The Prime Minister suggested clarifying this issue, finding the causes, clearly pointing out the difficulties, obstacles, bottlenecks, and responsibilities of ministries and branches. At the same time, draw lessons from experience in leadership, direction, and implementation at all levels and sectors, especially leaders, to have appropriate solutions; There are regular measurement principles and tools to urge, remind, and promote the role of the Government's working groups.
The Prime Minister requested leaders of party committees, authorities at all levels, officials and party members to think, research, continue to review and propose amendments to institutions and policies, and remove obstacles, especially laws related to budget and bidding, due to the fact that private enterprises often disburse and deploy projects very quickly. All levels from the Central to the local levels must decisively participate, make more efforts, be more proactive, assign tasks "clearly, clear people, clear tasks, clear responsibilities, clear progress, clear results, clear authority", showing a sense of responsibility to the country and work, not allowing the situation of "having money but not being able to spend it". The Prime Minister emphasized the need to strengthen decentralization and decentralization of power to localities along with allocating resources and improving implementation capacity.enforcement, strengthening inspection and supervision, with the spirit of "local decision, local action, local responsibility"; Ministries and central agencies focus on performing state management tasks, not doing specific things. State-owned corporations and corporations must also be proactive in promoting investment.
According to the Ministry of Finance, in 2025, the total public investment capital decided by the National Assembly will be more than 829 trillion; Allocated nearly 826 billion VND to ministries, central agencies and localities. By April 30, 2025, ministries, central agencies and localities have allocated and assigned a detailed 2025 public investment plan for a list of tasks and projects of nearly 818 trillion, reaching 99% of the plan assigned by the Prime Minister.
As of April 30, 2025, the country's public investment disbursement is more than 128 trillion VND, reaching 15.56%. Of which, disbursement of central budget capital is about 476.6 billion VND, reaching 13.33%; Disbursement of local budget capital is about 81.8 trillion VND, reaching 17.2%; Capital disbursement of 3 National Target Programs is more than 4.7 trillion VND, reaching 21.4% of the plan assigned by the Prime Minister. Thus, in the first 4 months of 2025, there are 10 ministries, central agencies and 35 localities with disbursement rates above the national average. However, there are a number of ministries, central agencies and localities that have not disbursed or have low disbursement./.
