The City People's Committee has just issued a Plan to implement Decision No. 534/QD-TTg dated March 31, 2026, of the Prime Minister on the implementation of Conclusion No. 226-KL/TW of the Party Central Committee Secretariat, aiming to rectify working styles and enhance the operational efficiency of the political system within the city.

Accordingly, the Plan is developed with the objective of creating a clear transformation in the awareness and actions of cadres, civil servants, and public employees; thoroughly overcoming limitations and weaknesses in working styles; enhancing administrative discipline and order, and the effectiveness and efficiency of state management. The city identifies citizens and businesses as the central focus of service, while simultaneously promoting the application of information technology, digital transformation, and building a modern, professional administration.
The Plan sets specific targets for 2026, such as: the proportion of online conferences reaching at least 60%, reducing the number of conferences by at least 10%; the proportion of administrative procedures processed in the digital environment and digitized documents reaching 95% or more.
To achieve the stated objectives, the Plan emphasizes 6 key groups of tasks and solutions.
Firstly, the city will organize widespread dissemination and thorough understanding of the content of Conclusion No. 226-KL/TW and related documents to all cadres, Party members, civil servants, public employees, and workers, creating high consensus in awareness and action throughout the entire political system.
Concurrently, strengthen the leadership of Party committees, innovate thinking and methods of direction, making the rectification of working styles a regular task, linked with cadre training and fostering.
Innovate and improve the quality of document drafting and issuance. The city requires strict adherence to the drafting process towards simplification, ensuring proper authority, order, and procedures; while strictly controlling power, preventing corruption and negativity, and severely handling manifestations of "group interests" and "local interests."
In the field of meetings, the city advocates strong innovation towards scientific, efficient, and less formal approaches. Meetings will be strictly controlled regarding participants, time, and content; increasing online meetings and paperless meetings; not rereading reports, dedicating time to discussion and problem-solving. Regulations on meeting duration: for orientation conferences, not exceeding 1/2 day; for specialized conferences, not exceeding 1 day; for important conferences requiring discussion, not exceeding 1.5 days. Concurrently, increase investment in and upgrade online meeting room equipment, ensuring seamless connectivity from the Central government to the city and commune levels.
The City People's Committee identifies promoting administrative reform and digital transformation as a key task. The city will complete the "one task – one lead agency" mechanism, ensuring 100% of exchanged documents are in electronic form (except classified documents); standardize reporting regimes; deploy a document and work file management system; research and apply virtual assistants to support public service; promote the provision of full-process online public services.
In parallel, the city will strengthen administrative discipline and order through intensified inspection and examination of public service, especially unannounced inspections; promptly rectify and severely handle cases of violations, harassment, causing trouble for citizens and businesses, or shirking responsibility. The results of the Plan's implementation will be included in the criteria for evaluating, classifying cadres, and annual emulation and commendation.
The City People's Committee assigns the Department of Home Affairs to take the lead in monitoring, urging, inspecting, periodically reporting, and advising on solutions to overcome difficulties and obstacles. Departments, agencies, and localities are responsible for concretizing the plan to suit reality, and are accountable to the City People's Committee for the implementation results./.
