After a period of active, urgent work, with a high sense of responsibility, the First Session of the XVII Hai Phong City People's Council completed the entire proposed program and held the closing session on the afternoon of April 20.
In attendance were comrades: Le Tien Chau, Member of the Party Central Committee, Deputy Prime Minister; Le Ngoc Chau, Member of the Party Central Committee, Secretary of the City Party Committee, Head of the Hai Phong City National Assembly Delegation.
In closing remarks of the meeting, Chairman of the City People's Council Le Van Hieu respectfully acknowledged and praised the solidarity, serious working spirit, responsibility and democracy of the City People's Council delegates and warmly congratulated the comrades who were trusted and elected to hold important positions.
Chairman of the City People's Council requested that the People's Council continue to coordinate with the People's Committee early, from afar, in democratic discussions, and actively organize seminars to unify cognitive viewpoints to decide on important issues of the city in order to promptly concretize the policies and regulations of the Central Government; provide goals and solutions for socio-economic development associated with ensuring national defense and security; effectively allocate resources. In particular, focus on perfecting mechanisms and policies to attract investment in the fields of science - technology, environmental agriculture, education - vocational training, health, culture, social housing and social security policies, paying attention to meritorious and disadvantaged people.
The Chairman of the City People's Council requested the People's Committee and the Chairman of the City People's Committee to direct the timely and effective implementation of the People's Council's resolutions; Resolve difficulties for businesses in implementing investment procedures and have solutions to stabilize prices of goods, raw materials, and fuels for production and business. At the same time, pay attention to directing administrative reform, shortening the time to resolve administrative procedures and recommendations of voters and the People.
Boards, Delegate Groups and delegates of the City People's Council need to regularly listen, synthesize opinions and recommendations to voters and strengthen supervision of the implementation of resolutions of the People's Council, supervise the performance of public duties by officials and civil servants, to improve the quality of service to people and businesses.
Chairman of the City People's Council requested the comrades who have just been elected by the City People's Council, along with all city officials, civil servants, and public employees, to continue promoting the tradition of solidarity, democracy, innovation, determination, promoting the spirit of inquiry, sharing, coordination, and helping each other to successfully complete assigned tasks.
At the meeting, delegates of the City People's Council voted unanimously to approve 19 draft resolutions, including:
(1) Working regulations of the XVII City People's Council.
(2) Plan to organize regular meetings in 2026 of the City People's Council.
(3) Regulations on spending content and funding levels to ensure the work of developing legal documents in Hai Phong city.
(4) Regulations on spending levels for training and fostering cadres, civil servants and public employees of Hai Phong city.
(5) Decision on the policy of converting forests to other purposes to carry out mineral exploitation of soil and stone as filling material in the eastern area of Niem Son Noi mountain, Viet Khe commune, Hai Phong city.
(6) Adjusting and supplementing the City Public Investment Plan in 2026.
(7) Extend the implementation time and disbursement of public investment plan from the Central budget in 2025 to 2026 (foreign capital included in the Central budget balance).
(8) Adjust and supplement the List of projects and works requiring land recovery in the city in 2026.
(9) List of land areas expected to implement pilot projects according to Resolution No. 171 dated November 30, 2024 of the National Assembly.
(10) Regulations on fees for using infrastructure works, service works, and public utilities in the Hai Phong seaport border gate area for liquid goods (gasoline, oil, gas).
(11) Regulations on tuition fees for the 2025 - 2026 school year at public preschool and general education establishments that cover their own regular expenses in the city.
(12) Regulating specific prices for medical examination and treatment services on the list paid by the health insurance fund; paid by the state budget; The specific price of medical examination and treatment services is not on the list paid by the health insurance fund but is not a medical examination and treatment service on request for state-owned medical examination and treatment facilities in Hai Phong city.
(13) Regulating the rate of management costs for implementing preferential policies for people with meritorious services to the revolution in the city.
(14) Regulations on policies to support some members of poor households, near-poor households, households escaping poverty, and households escaping near poverty in the city in the period of 2026 - 2030.
(15) Abolish Resolution No. 38/NQ-HDND dated December 10, 2018 of the People's Council of Hai Phong city (before consolidation).
(16) Adjusting and supplementing the List of land areas for bidding for investment projects using land in the city in the period of 2025 - 2026.
(17) Agree to assign the People's Committee of Quang Ninh province as the managing agency to implement the Project to renovate and upgrade Da Bac bridge on National Highway 10.
(18) Stop investment policy Project: Head office of the Department of Departments, branches and branches of the province in the Centralized Administrative Area of Hai Duong province.
(19) Adjustment of Hai Phong city's housing development program for the period 2021 - 2030.
The first session of the XVII City People's Council seriously, correctly and fully implemented the contents set out in the meeting agenda./.
