On the afternoon of March 26, the Hai Phong City Election Committee held a conference to summarize the election of XVI National Assembly deputies and People's Council deputies at all levels for the 2026–2031 term.

According to the report at the Conference, leadership and direction are deployed synchronously, closely, and comprehensively from the city to the grassroots; The system of guiding documents is issued promptly, creating a full legal framework for implementation. The city proactively prepared the necessary conditions, many contents were implemented earlier than the prescribed schedule, contributing to ensuring that the election took place according to procedures and regulations.
The entire city has nearly 3.1 million voters, participating in voting in 2,577 voting areas, corresponding to 2,577 Election Teams; At the same time, 07 Election Boards for National Assembly deputies and 18 Election Boards for City People's Council deputies were established to carry out election work in accordance with regulations.
Regarding human resources work, the city has fully implemented the consultation process and introduced candidates to ensure democracy and compliance with the law. As a result, the official list has 33 candidates for the 16th National Assembly (including 9 people introduced by the Central Committee) and 139 candidates for the City People's Council.
At the commune level, the total number of candidates for People's Council deputies is 3,952 people, to elect 2,375 Commune-level People's Council deputies, ensuring the structure and ratio according to regulations.
The election organization was carried out synchronously and scientifically. The application of digital transformation in making voter lists and managing election information has been widely deployed, contributing to improving organizational efficiency.
The entire city has organized hundreds of voter contact conferences, of which at the city level alone there are 115 voter contact conferences for candidates for the National Assembly and 138 conferences for candidates for the City People's Council.
Propaganda work was promoted with more than 1,200 news and articles in the city press, along with thousands of radio and grassroots media broadcasts, contributing to spreading the atmosphere of democracy and excitement among the people. The work of ensuring political security and social order and safety is maintained before, during and after election day.
The result was that the city-wide voter turnout rate reached 99.85%, (higher than the 2021 - 2026 term, Hai Duong province reached 99.67% and the old Hai Phong city reached 99.78%); including 07 commune-level administrative units with 100% of voters participating in voting. The rate of valid votes was high at all three levels (the National Assembly reached 99.77%, the City People's Council 99.70% and the Commune People's Council 99.96%).
Voters voted in sufficient numbers, ensuring the right number of 19 National Assembly deputies and 85 City People's Council deputies. For People's Council deputies of communes, wards, and special zones: voters elected 2,373 delegates/a total of 3,952 candidates. Compared to the number of elected delegates, two communes, Binh Giang and Nam An Phu, elected 1 delegate less than the number of elected delegates.
At the Conference, delegates discussed and shared experiences on front work, propaganda work, application of population data in election organization, as well as good practices from the grassroots.
On this occasion, the Chairman of the People's Committee of Hai Phong city decided to reward 141 collectives, 175 individuals and 7 Election Boards of National Assembly deputies, 18 Election Boards of City People's Council deputies, 5 election working groups with outstanding achievements contributing to the overall success of the election of 16th National Assembly deputies and People's Council deputies at all levels for the 2026 - 2031 term in the city.
Speaking at the Conference, Comrade Le Van Hieu, Deputy Secretary of the City Party Committee, Deputy Head of the City Party Committee's Steering Committee on Election Work, Chairman of the City Election Committee emphasized that this election has historical significance, taking place right after Hai Phong implemented the two-level local government model. With a population size increasing to more than 4 million people after merging administrative boundaries, the city is facing the vast development space of a modern, dynamic metropolis. In that context, although the workload is very large for 114 communes, wards and special zones, the election organization is still carried out smoothly and closely, ensuring compliance with regulations. He acknowledged and appreciated the sense of responsibility and initiative of the staff cAt the grassroots level, especially when commune-level officials are basically new personnel after the merger but have quickly approached the job and completed their assigned tasks well.
Comrade Le Van Hieu affirmed that one of the outstanding marks of this election is the high consensus of voters throughout the city, shown in the fact that no unit has to organize additional or re-election; The targets of voter participation rate, structure and quality of delegates were all achieved and exceeded compared to previous terms. This is a clear demonstration of the people's spirit of solidarity, initiative and trust in the political system in the new stage of development.
In order to soon put the local government apparatus into stable and effective operation, he requested all levels and sectors to focus on promoting propaganda work, spreading the spirit of success of the election, creating motivation for labor and production emulation in the entire Party Committee and People of the city; Urgently complete the necessary procedures, successfully organize the first session of the People's Councils at all levels, and soon consolidate the government apparatus at all levels.
