Pursuant to the Law on Promulgation of Legal Documents, the drafting agency has organized to collect opinions and consult on the Draft Decision of the City People's Committee decentralizing the authority to decide on establishing and approving plans to handle assets whose ownership is established by the entire people in Hai Phong city.

1. The total number of agencies, organizations and individuals that sent for comments was 274 and the total number of comments received was 124. Of these, 121 agreed with the draft document.
