On the morning of September 23, Comrade Le Tien Chau, Member of the Party Central Committee, Secretary of the City Party Committee, Head of the Hai Phong National Assembly Delegation chaired the Conference of the Standing Committee of the City Party Committee to listen to reports and give opinions on the establishment of the Hai Phong Free Trade Zone.
Attending the Conference were comrades: Do Manh Hien, Permanent Deputy Secretary of the City Party Committee; Le Ngoc Chau, Deputy Secretary of the City Party Committee, Chairman of the City People's Committee; Le Van Hieu, Deputy Secretary of the City Party Committee, Chairman of the City People's Council; Pham Van Lap, Deputy Secretary of the City Party Committee, Chairman of the city's Vietnam Fatherland Front Committee; Members of the Standing Committee of the City Party Committee and leaders of relevant departments, branches and units.
According to the Proposal of the City People's Committee, the proposed Hai Phong Free Trade Zone (Hai Phong Free Trade Zone) has an area of about 6,292 hectares, expected to be located in the Southern Coastal Economic Zone of Hai Phong and Dinh Vu - Cat Hai Economic Zone, with the nature of a general Free Trade Zone, distributed in 3 non-adjacent locations with functional areas including production zones; port area and port logistics - logistics; commercial - service areas and other types of functional areas according to the provisions of law.
Specifically, location 1 is proposed to be located within the southern coastal economic zone of Hai Phong in Chan Hung and Hung Thang communes, with an area of about 2,923 hectares. Location 2 is located within the Dinh Vu - Cat Hai Economic Zone, including Nam Dinh Vu Industrial Park (Zone 2) and Non-Tariff Area and Nam Dinh Vu Industrial Park (Zone 1), with an area of about 1,077 hectares. Location 3 is located within the Dinh Vu - Cat Hai economic zone on Cat Hai island, Cat Hai special zone, with an area of about 2,292 hectares.
Regarding the roadmap, Hai Phong Commercial Area will be implemented in stages. Phase 1 (2025-2030) completes the legal framework, infrastructure and piloting. In particular, by 2025, Hai Phong Commercial and Commercial Area will be established; Immediately apply a number of pilot mechanisms and policies to the area of Dinh Vu - Cat Hai Economic Zone; Implement planning, investment, construction... in the area of the southern coastal economic zone of Hai Phong; Prioritize investment in completing connection infrastructure, seaports and key logistics function areas; perfecting the management and operation model and building coordination regulations in administrative and customs management in Hai Phong Free Trade Zone; Focus on building a specific legal framework and decentralization mechanism.
In 2026 - 2028, continue to promote the thorough application of all pilot mechanisms and policies in Hai Phong Commercial Area for the area of Dinh Vu - Cat Hai Economic Zone; continue to carry out planning procedures and approval of investment and construction policies for functional subdivisions; Implement the work of attracting and selecting investors to invest in a number of key infrastructure projects according to the approved planning plan to soon put them into operation and attract investment according to the list of priority industries and occupations.
In 2028 - 2030, promote all pilot mechanisms and policies in Hai Phong Free Trade Zone for the area of Dinh Vu - Cat Hai Economic Zone; Basically complete the technical infrastructure and promote the thorough application of all pilot mechanisms and policies in the Hai Phong Commercial and Economic Zone for the area of the Southern Coastal Economic Zone of Hai Phong.
Phase 2 (2030 - 2035), continue to promote efficiency, synchronize pilot mechanisms and policies and comprehensively complete the infrastructure of Hai Phong Commercial and Commercial Zone. Accordingly, research, complete, amend and supplement current relevant legal regulations; Complete the entire infrastructure system and functional areas for the remaining locations, and continue to expand Hai Phong Commercial Area.
Along with that, deploy comprehensive incentives, expand the scale and area of functional areas, continue to implement planned port and urban projects. At the same time, promote the connection and deep integration between Hai Phong Commercial and Economic Zone with industrial parks and clusters in the city, creating a complete production and logistics ecosystem, strengthening the supply chain for key industries; attract investment projects in industries with higher added value such as green industry and biological industry; develop high-quality support services such as R&D, consulting, technology finance to serve businesses in the region; Enhance the application of digital technology in seaport management and operations and logistics activities to optimize efficiency and reduce costs...
Speaking at the conclusion of the Conference, Secretary of the City Party Committee Le Tien Chau stated clearly: The establishment of Hai Phong Free Trade Zone aims to create new space, realizing the goal of building and developing Hai Phong to become a major seaport city, leading the country in the cause of industrialization, modernization and digital transformation; is the driving force for development of the Northern region and the whole country; contributing to promoting Hai Phong's GRDP growth in the period of 2025 - 2030 reaching 13-14%.
According to Resolution 226 of the National Assembly, the authority to establish the Free Trade Zone belongs to Hai Phong city. The process of building documents and implementing orders and procedures has consulted with the experience of Da Nang city; reference the decision to establish Industrial Parks and Economic Zones; ensure full legal conditions.
The Standing Committee of the City Party Committee agreed on the policy and agreed to submit to the City Party Executive Committee for comments on the policy of establishing Hai Phong Commercial and Commercial Area. On that basis, the City People's Committee Party Committee directed the completion of documents to be submitted to the City Party Executive Committee in the coming time according to regulations and officially decided to establish Hai Phong Commercial and Commercial Area in 2025.
The City Party Secretary emphasized that the most important issue of the Commercial and Economic Zone is the model and management method, meeting the city's high growth and breakthrough requirements, ensuring national defense and security. Therefore, it is recommended that the City People's Committee Party Committee select the boundaries of the locations in accordance with the law; with city planning and regional planning, avoiding conflicts. At the same time, more clearly evaluate the impacts on budget revenue.
