The City People's Committee has just issued the Plan for Drug Prevention and Control in the city in 2026, aiming to synchronously implement solutions to build Hai Phong into a "drug-free city".
According to the Plan, the city will continue to thoroughly grasp and strictly implement Conclusion No. 132-CT/TW, Decision No. 7619/QD-BCA, and Resolution No. 01-NQ/TU dated November 8, 2025, of the City Party Committee on "building Hai Phong into a drug-free city". At the same time, it will strengthen the leadership role of Party committees, enhance the effectiveness and efficiency of management by all levels of government; promote the core role of specialized forces, mobilize the participation of the entire political system and society in preventing, detecting, and combating drug crimes and social evils. This aims to curb and reduce drug crimes and social evils, contributing to ensuring security, social order, and safety, serving the socio-economic development of the city.
The Plan requires departments, agencies, mass organizations, and People's Committees of communes, wards, and special zones to improve the quality and effectiveness of intelligence gathering, situation forecasting, propaganda, drug addiction treatment, and management of drug addicts, illegal drug users, and individuals managed after drug rehabilitation in the community, to prevent complex security and order incidents. Focus on combating and eradicating locations that organize or harbor illegal drug use, as well as networks and groups involved in the illegal production, trading, transportation, and storage of drugs, ensuring the maintenance and increase of drug-free communes, wards, and special zones; promote the transformation of drug-complicated areas, thereby creating positive changes in drug prevention and control at the grassroots level.
Concurrently, strictly and effectively implement the Law on Drug Prevention and Control 2025 and its guiding documents. It is required to strictly adhere to the Politburo's guiding principle of "not allowing Vietnam to be an international drug transit hub," and consistently maintain the stance of "not legalizing narcotic substances." Absolutely "do not be passive or surprised," and "do not lag behind criminals." Drug prevention and control, linked with the organization and implementation of the task "building Hai Phong into a drug-free city" as directed by the City Party Committee and the City People's Committee, must be integrated with the city's socio-economic development programs and identified as a strategic, regular, and long-term political task.
The City People's Committee assigns departments, agencies, mass organizations, and People's Committees of communes, wards, and special zones, based on their functions, duties, actual situation in their units and localities, and the content of this plan, to develop implementation plans to ensure strictness and effectiveness. Strengthen inspection, guidance, preliminary and final reviews to accurately assess the situation and implementation results, in order to propose practical, specific, and effective solutions. Strictly implement the periodic reporting regime (6 months, 1 year) and ad hoc reports on the situation and implementation results to the City Steering Committee 799 (via the City Police) for compilation and reporting.
Members of the City Steering Committee 799, according to their assigned tasks, shall direct and link drug crime prevention and control with the implementation of assigned political tasks, considering this one of the key and regular tasks of their units in 2026. Funding for the direction and implementation of this plan shall be allocated from the annual drug prevention and control funds of departments, agencies, mass organizations, and localities. The City Police is responsible for assisting the City Steering Committee 799 in guiding, inspecting, and urging the implementation of this plan; compiling the situation and reporting results as stipulated./.
