On the arrangement of commune-level administrative units of Hai Phong city in 2025
NATIONAL ASSEMBLY STANDING COMMITTEE
Pursuant to the Constitution of the Socialist Republic of Vietnam, which has been amended and supplemented with a number of articles according to Resolution No. 203/2025/QH15;
Pursuant to the Law on Organization of Local Government No. 72/2025/QH15;
Pursuant to Resolution No. 202/2025/QH15 dated June 12, 2025 of the National Assembly on arrangement of provincial-level administrative units;
Pursuant to Resolution No. 76/2025/UBTVQH15 dated April 14, 2025 of the National Assembly Standing Committee on the arrangement of administrative units in 2025;
Considering the Government's proposal in Report No. 380/TTr-CP and Project No. 381/DA-CP dated May 9, 2025, Verification Report No. 425/BC-UBPLTP15 dated June 3, 2025 of the Law and Justice Committee,
Article 1. Arrangement of commune-level administrative units of Hai Phong city
Based on Project No. 381/DA-CP dated May 9, 2025 of the Government on arranging commune-level administrative units of Hai Phong city (new) in 2025, the National Assembly Standing Committee decided to arrange to establish commune-level administrative units of Hai Phong city as follows:
1. Arrange the entire natural area, population size of Duong Quan ward, Thuy Duong ward and part of the natural area, population size of Hoa Dong, An Lu, Thuy Ha wards into a new ward called Thuy Nguyen ward.
2. Arrange the entire natural area, population size of Thien Huong ward, Hoang Lam ward, part of the natural area, population size of Le Hong Phong ward and the remaining part of Hoa Dong ward after arranging according to the provisions of Clause 1 of this Article into a new ward called Thien Huong ward.
3. Arrange the entire natural area and population size of Hoa Binh ward and the rest of An Lu ward and Thuy Ha ward after arranging according to the provisions of Clause 1 of this Article into a new ward called Hoa Binh ward.
4. Arrange the entire natural area and population size of Nam Trieu Giang, Lap Le and Tam Hung wards into a new ward called Nam Trieu ward.
5. Arrange the entire natural area and population size of Minh Duc ward and Bach Dang commune (Thuy Nguyen city), Pham Ngu Lao ward into a new ward called Bach Dang ward.
6. Arrange the entire natural area, population size of Tran Hung Dao ward (Thuy Nguyen city), Luu Kiem ward, part of the natural area, population size of Lien Xuan commune and part of the natural area of Quang Trung commune (Thuy Nguyen city) into a new ward called Luu Kiem ward.
7. Arrange the entire natural area and population size of Quang Thanh ward, the remaining part of Le Hong Phong ward after arranging according to the provisions of Clause 2 of this Article and the remaining part of Quang Trung commune(Thuy Nguyen city) after arranging according to the provisions of Clause 6 of this Article into a new ward called Le Ich Moc ward.
8. Arrange the entire natural area and population size of Hoang Van Thu, Minh Khai, Phan Boi Chau, Thuong Ly, So Dau, Hung Vuong wards and a part of the natural area of Gia Vien ward into a new ward called Hong Bang ward.
9. Arrange the entire natural area, population size of Quan Toan ward, An Hong ward and part of the natural area, population size of An Hung, Dai Ban, Le Thien, Tan Tien wards into a new ward called Hong An ward.
10. Arrange the entire natural area, population size of May Chai, Van My, Cau Tre wards, a part of the natural area, population size of Gia Vien ward and Dong Khe ward into a new ward called Ngo Quyen ward.
11. Arrange the entire natural area, population size of Dang Giang ward, part of the natural area, population size of Cau Dat ward, Lach Tray ward, the remaining part of Gia Vien ward after arranging according to the provisions of Clauses 8 and 10 of this Article and the remaining part of Dong Khe ward after arranging according to the provisions of Clause 10 of this Article into a new ward called Gia Vien ward.
12. Arrange the entire natural area, population size of Hang Kenh, Du Hang Kenh, Kenh Duong wards, part of the natural area, population size of An Bien, Tran Nguyen Han, Vinh Niem wards and the rest of Cau Dat ward, Lach Tray ward after arranging according to the provisions of Clause 11 of this Article into a new ward called Le Chan ward.
13. Arrange the entire natural area and population size of An Duong ward and the rest of An Bien, Tran Nguyen Han, Vinh Niem wards after arranging according to the provisions of Clause 12 of this Article into a new ward called An Bien ward.
14. Arrange the entire natural area, population size of Cat Bi, Dang Lam, Thanh To, Dang Hai, Trang Cat wards, part of the natural area, population size of Nam Hai ward and part of the natural area of Dong Hai 2 ward into a new ward called Hai An ward.
15. Arrange the entire natural area and population size of Dong Hai 1 ward and the remainder of Dong Hai 2 and Nam Hai wards after arranging according to the provisions of Clause 14 of this Article into a new ward called Dong Hai ward.
16. Arrange a part of the natural area and population size of Nam Son wards(Kien An district), Dong Hoa, Bac Son, Tran Thanh Ngo, and Van Dau into a new ward called Kien An ward.
17. Arrange the entire natural area, population size of Bac Ha ward, Ngoc Son ward, part of the natural area of Truong Son town and the remaining parts of Nam Son wards (Kien An district), Dong Hoa, Bac Son, Tran Thanh Ngo, Van Dau after arranging according to the provisions of Clause 16 of this Article into a new ward called Phu Lien ward.
18. Arrange the entire natural area, population size of Minh Duc wards (Do Son district), Bang La, Hop Duc, part of the natural area, population size of Van Huong ward and Ngoc Xuyen ward into a new ward called Nam Do Son ward.
19. Arrange the entire natural area and population size of Hai Son ward, part of the natural area of Tan Thanh ward and the remaining part of Van Huong and Ngoc Xuyen wards after arranging according to the provisions of Clause 18 of this Article into a new ward called Do Son ward.
20. Arrange the entire natural area and population size of Da Phuc ward and Hung Dao ward, a part of the natural area and population size of Anh Dung ward and Hai Thanh ward into a new ward called Hung Dao ward.
21. Arrange the entire natural area and population size of Hoa Nghia ward, the remaining part of Tan Thanh ward after arranging according to the provisions of Clause 19 of this Article and the remaining part of Anh Dung ward and Hai Thanh ward after arranging according to the provisions of Clause 20 of this Article into a new ward called Duong Kinh ward.
22. Arrange the entire natural area, population size of Nam Son ward (An Duong district), part of the natural area, population size of An Hai, Le Loi, Dong Thai, Tan Tien wards and the rest of An Hung ward after arranging according to the provisions of Clause 9 of this Article into a new ward called An Duong ward.
23. Arrange the entire natural area, population size of An Dong ward, Hong Thai ward, part of the natural area, population size of Le Loi ward, and the remaining part of An Hai ward, Dong Thai ward after arranging according to the provisions of Clause 22 of this Article into a new ward called An Hai ward.
24. Arrange the entire natural area, population size of An Hoa ward, Hong Phong ward, the rest of Dai Ban ward, Le Thien ward after arranging according to the provisions of Clause 9 of this Article, the remaining part of Tan Tien ward after arranging according to the provisions of Clause 9 and Clause 22 of this Article, the remaining part of Le Loi ward after arranging according to the provisions of Clause 22 and Clause 23 of this Article This became a new ward called An Phong ward.
25. Arrange the entire natural area and population size of Tran Hung Dao wards (Hai Duong city), Nhi Chau, Ngoc Chau, Quang Trung into a new ward called Hai Duong ward.
26. Arrange the entire natural area and population size of Tan Binh, Thanh Binh and Le Thanh Nghi wards and a part of the natural area and population size of Tran Phu ward into a new ward called Le Thanh Nghi ward.
27. Arrange the entire natural area, population size of Viet Hoa ward, Cao An commune, part of the natural area, population size of Tu Minh ward and Lai Cach town into a new ward called Viet Hoa ward.
28. Arrange the entire natural area and population size of Cam Thuong, Binh Han, Nguyen Trai wards and An Thuong commune into a new ward called Thanh Dong ward.
29. Arrange the entire natural area and population size of Nam Dong ward and Tien Tien commune into a new ward called Nam Dong ward.
30. Arrange the entire natural area and population size of Hai Tan ward, Tan Hung ward, Ngoc Son commune and the rest of Tran Phu ward after arranging according to the provisions of Clause 26 of this Article into a new ward called Tan Hung ward.
31. Arrange the entire natural area and population size of Thach Khoi ward, Gia Xuyen commune, Lien Hong commune and part of the natural area of Thong Nhat commune into a new ward called Thach Khoi ward.
32. Arrange the entire natural area and population size of Cam Doai commune, the remaining part of Tu Minh ward and Lai Cach town after arranging according to the provisions of Clause 27 of this Article into a new ward called Tu Minh ward.
33. Arrange the entire natural area, population size of Ai Quoc ward, Quyet Thang commune and part of the natural area of Hong Lac commune into a new ward called Ai Quoc ward.
34. Arrange the entire natural area and population size of Sao Do, Van An, Chi Minh and Thai Hoc wards, part of the natural area and population size of Cong Hoa ward and part of the natural area of Van Duc ward into a new ward called Chu Van An ward.
35. Arrange the entire natural area and population size of Pha Lai ward, Co Thanh ward and Nhan Hue commune into a new ward called Chi Linh ward.
36. Arrange the entire natural area, population size of Le Loi commune and Hung Dao commune (Chi Linh city) and the remaining part of Cong Hoa ward after arranging according to the provisions of Clause 34 of this Article into a new ward called Tran Hung Dao ward.
37. Arrange the entire natural area and population size of Ben Tam ward, Bac An commune and Hoang Hoa Tham commune into a new ward called Nguyen Trai ward.
38. Arrange the entire natural area and population size of Hoang Tan ward and Hoang Tien ward and part of the natural area and population size of Van Duc ward into a new ward called Tran Nhan Tong ward.
39. Arrange the entire natural area and population size of Tan Dan wards (Chi Linh city), An Lac and Dong Lac into a new ward called Le Dai Hanh ward.
40. Arrange the entire natural area and population size of An Luu, Hiep An and Long Xuyen wards into a new ward called Kinh Mon ward.
41. Arrange the entire natural area and population size of Thai Thinh ward, Hien Thanh ward and Minh Hoa commune into a new ward called Nguyen Dai Nang ward.
42. Arrange the entire natural area and population size of An Phu ward and Hiep Hoa commune and a part of the natural area and population size of Thuong District commune into a new ward called Tran Lieu ward.
43. Arrange the entire natural area and population size of That Hung ward, Bach Dang commune (King Mon town), Le Ninh commune and the remaining part of Van Duc ward after arranging according to the provisions of Clauses 34 and 38 of this Article into a new ward called Bac An Phu ward.
44. Arrange the entire natural area and population size of Pham Thai, An Sinh and Hiep Son wards into a new ward called Pham Su Manh ward.
45. Arrange the entire natural area and population size of Tan Dan wards (King Mon town), Minh Tan, Duy Tan and Phu Thu into a new ward called Nhi Chieu ward.
46. Arrange the entire natural area and population size of An Thai, An Tho and Chien Thang communes into a new commune called An Hung commune.
47. Arrange the entire natural area and population size of Tan Vien and My Duc communes and a part of the natural area and population size of Thai Son commune into a new commune called An Khanh commune.
48. Arrange the entire natural area and population size of Quoc Tuan commune and Quang Trung commune (An Lao district), Quang Hung commune into a new commune called An Quang commune.
49. Arrange the entire natural area and population size of Bat Trang, Truong Tho and Truong Thanh communes into a new commune called An Truong commune.
50. Arrange the entire natural area, population size of An Lao town, An Thang, Tan Dan, An Tien communes, the rest of Truong Son town after arranging according to the provisions of Clause 17 of this Article and the remaining part of Thai Son commune after arranging according to the provisions of Clause 47 of this Article into a new commune called An Lao commune.
51. Arrange the entire natural area and population size of Nui Doi town, Thanh Son communes (Kien Thuy district), Thuan Thien and Huu Bang and part of the natural area and population size of Kien Hung commune into a new commune called Kien Thuy commune.
52. Arrange the entire natural area and population size of Minh Tan communes (Kien Thuy district), Dai Dong and Dong Phuong into a new commune called Kien Minh commune.
53. Arrange the entire natural area and population size of Tan Phong commune and Dai Hop commune (Kien Thuy district), Tu Son commune and part of the natural area and population size of Doan Xa commune into a new commune called Kien Hai commune.
54. Arrange the entire natural area and population size of Tan Trao commune (Kien Thuy district), the remaining part of Kien Hung commune after arranging according to the provisions of Clause 51 of this Article, and the remaining part of Doan Xa commune after arranging according to the provisions of Clause 53 of this Article into a new commune called Kien Hung commune.
55. Arrange the entire natural area and population size of Ngu Phuc communes (Kien Thuy district), Kien Quoc and Du Le into a new commune called Nghi Duong commune.
56. Arrange the entire natural area and population size of Dai Thang, Tien Cuong and Tu Cuong communes into a new commune called Quyet Thang commune.
57. Arrange the entire natural area and population size of Tien Lang town and Quyet Tien, Tien Thanh, Khoi Nghia communes into a new commune called Tien Lang commune.
58. Arrange the entire natural area and population size of the communes of Cap Tien, Kien Thiet and Doan Lap and a part of the natural area and population size of Tan Minh commune into a new commune called Tan Minh commune.
59. Arrange the entire natural area and population size of Tien Thang commune, Tien Minh commune and the rest of Tan Minh commune after arranging according to the provisions of Clause 58 of this Article into a new commune called Tien Minh commune.
60. Arrange the entire natural area and population size of Nam Hung communes (Tien Lang district), Bac Hung, Dong Hung and Tay Hung into a new commune called Chan Hung commune.
61. Arrange the entire natural area and population size of Hung Thang commune (Tien Lang district) and Vinh Quang commune into a new commune called Hung Thang commune.
62. Arrange the entire natural area and population size of Vinh Bao town and the communes of Vinh Hung (Vinh Bao district), Tan Hung and Tan Lien into a new commune called Vinh Bao commune.
63. Arrange the entire natural area and population size of Tran Duong, Hoa Binh and Ly Hoc communes into a new commune called Nguyen Binh Khiem commune.
64. Arrange the entire natural area and population size of Tam Cuong, Cao Minh and Lien Am communes into a new commune called Vinh Am commune.

70. Arrange the entire natural area, population size of Quang Thanh, Lac Long, Thang Long communes, part of the natural area, population size of Tuan Viet commune, Vu Dung commune and part of the natural area of Cong Hoa commune into a new commune called Nam An Phu commune.
71. Arrange the entire natural area and population size of Nam Sach town, Hong Phong commune (Nam Sach district) and Dong Lac commune into a new commune called Nam Sach commune.
72. Arrange the entire natural area and population size of Minh Tan communes (Nam Sach district), An Son and Thai Tan into a new commune called Thai Tan commune.
73. Arrange the entire natural area and population size of Quoc Tuan communes (Nam Sach district), Hiep Cat and Tran Phu into a new commune called Tran Phu commune.

81. Arrange the entire natural area and population size of Tan Truong and Cam Dong communes and a part of the natural area and population size of Phuc Dien commune into a new commune called Mao Dien commune.
82. Arrange the entire natural area and population size of Luong Dien, Ngoc Lien, Cam Hung communes and the rest of Phuc Dien commune after arranging according to the provisions of Clause 81 of this Article into a new commune called Cam Giang commune.
83. Arrange the entire natural area and population size of Cam Giang town, Dinh Son commune and Cam Hoang commune into a new commune called Cam Giang commune.
84. Arrange the entire natural area and population size of Duc Chinh, Cam Vu and Cam Van communes into a new commune called Tue Tinh commune.
85. Arrange the entire natural area and population size of Vinh Hung commune and Hung Thang commune (Binh Giang district), Ke Sat town and part of the natural area and population size of Vinh Hong commune into a new commune called Ke Sat commune.
86. Arrange the entire natural area and population size of Tan Viet communes (Binh Giang district), Long Xuyen, Hong Khe, Co Bi and the rest of Vinh Hong commune after arranging according to the provisions of Clause 85 of this Article into a new commune called Binh Giang commune.
87. Arrange part of the natural area and population size of Thuc Khang, Thai Minh, Tan Hong, Thai Duong communes and part of the natural area of Thai Hoa commune into a new commune called Duong An commune.
88. Arrange the entire natural area, population size of Binh Xuyen commune (Binh Giang district), part of the natural area of Thanh Tung commune, Doan Tung commune and the remaining part of Thuc Khang, Thai Minh, Tan Hong, Thai Duong, Thai Hoa communes after arranging according to the provisions of Clause 87 of this Article into a new commune called Thuong Hong commune.
89. Arrange the entire natural area and population size of Gia Tien commune, part of the natural area and population size of Gia Loc town, Gia Phuc commune, Yet Kieu commune and part of the natural area of Le Loi commune (Gia Loc district) into a new commune called Gia Loc commune.
90. Arrange the remaining part of Thong Nhat commune after arranging according to the provisions of Clause 31 of this Article, the remaining part of Le Loi commune (Gia Loc district) and Yet Kieu commune after arranging according to the provisions of Clause 89 of this Article into a new commune called Yet Kieu commune.
91. Arrange the entire natural area, population size of Toan Thang, Hoang Dieu, Hong Hung communes, part of the natural area, population size of Thong Kenh commune, Doan Thuong commune, part of the natural area of Quang Duc commune and the remaining part of Gia Loc town, Gia Phuc commune after arranging according to the provisions of Clause 89 of this Article into a new commune called Gia Phuc commune.
92. Arrange the entire natural area, population size of Pham Tran commune, Nhat Quang commune, the remaining parts of Thong Kenh, Doan Thuong, Quang Duc communes after arranging according to the provisions of Clause 91 of this Article and a part of the natural area of Thanh Mien town into a new commune calledTruong Tan commune.
93. Arrange the entire natural area and population size of Tu Ky town and Minh Duc, Quang Khai, Quang Phuc communes into a new commune called Tu Ky commune.
94. Arrange the entire natural area and population size of Dai Hop communes (Tu Ky district), Tan Ky, Dan An, Ky Son and part of the natural area of Hung Dao commune (Tu Ky district) into a new commune called Tan Ky commune.
95. Arrange the entire natural area, population size of Binh Lang commune, Dai Son commune, the remaining part of Thanh Hai commune after arranging according to the provisions of Clause 77 of this Article and the remaining part of Hung Dao commune (Tu Ky district) after arranging according to the provisions of Clause 94 of this Article into a new commune called Dai Son commune.
96. Arrange the entire natural area and population size of An Thanh, Van To and Chi Minh communes into a new commune called Chi Minh commune.
97. Arrange the entire natural area and population size of Quang Trung commune (Tu Ky district), Lac Phuong commune and part of the natural area and population size of Tien Dong commune into a new commune called Lac Phuong commune.
98. Arrange the entire natural area and population size of Ha Ky, Nguyen Giap, Ha Thanh communes and the rest of Tien Dong commune after arranging according to the provisions of Clause 97 of this Article into a new commune called Nguyen Giap commune.
99. Arrange the entire natural area and population size of Ninh Giang town and the communes of Vinh Hoa (Ninh Giang district), Hong Du and Hiep Luc into a new commune called Ninh Giang commune.
100. Arrange the entire natural area and population size of Ung Hoe, Tan Huong and Nghia An communes into a new commune called Vinh Lai commune.
101. Arrange the entire natural area and population size of Binh Xuyen commune and Hong Phong commune (Ninh Giang district), Kien Phuc commune into a new commune called Khuc Thua Du commune.
102. Arrange the entire natural area and population size of Tan Phong communes (Ninh Giang district), An Duc and Duc Phuc into a new commune called Tan An commune.
103. Arrange the entire natural area and population size of Tan Quang, Van Hoi and Hung Long communes into a new commune called Hong Chau commune.
104. Arrange the entire natural area and population size of Cao Thang, Ngu Hung, Tu Cuong communes and the rest of Thanh Mien town after arranging according to the provisions of Clause 92 of this Article into a new commune called Thanh Mien commune.
105. Arrange the entire natural area and population size of Hong Quang, Lam Son and Le Hong communes into a new commune called Bac Thanh Mien commune.
106. Arrange the entire natural area and population size of Tan Trao communes (Thanh Mien district), Ngo Quyen and Doan Ket into a new commune called Hai Hung commune.
107. Arrange the entire natural area and population size of Pham Kha commune, Nhan Quyen commune, the remainder of Thanh Tung commune and Doan Tung commune after arranging according to the provisions of Clause 88 of this Article into a new commune called Nguyen Luong Bang commune.
108. Arrange the entire natural area and population size of Hong Phong communes(Thanh Mien district), Thanh Giang, Chi Lang Bac and Chi Lang Nam into a new commune called Nam Thanh Mien commune.
109. Arrange the entire natural area and population size of Phu Thai town, Kim Xuyen, Kim Anh, Kim Lien communes and the rest of Thuong District commune after arranging according to the provisions of Clause 42 of this Article into a new commune calledPhu Thai commune.
110. Arrange the entire natural area and population size of Lai Khe commune, the remaining part of Vu Dung and Tuan Viet communes after arranging according to the provisions of Clause 70 of this Article, the remaining part of Cong Hoa commune after arranging according to the provisions of Clause 70 and Clause 75 of this Article, the remaining part of Thanh An commune after arranging according to the provisions of Clause 79 of this Article and the remaining part of Cam Viet commune after arranging according to the provisions of Clause 1 of this Article. 78 This created a new commune called Lai Khe commune.
111. Arrange the entire natural area and population size of Ngu Phuc communes(Kim Thanh district), Kim Tan and Kim Dinh into a new commune called An Thanh commune.
112. Arrange the entire natural area and population size of Dong Cam, Tam Ky, Dai Duc communes and the rest of Hoa Binh commune after arranging according to the provisions of Clause 79 of this Article into a new commune called Kim Thanh commune.
113. Arrange the entire natural area, population size of Cat Hai town, Cat Ba town and communes of Dong Bai, Hoang Chau, Nghia Lo, Van Phong, Gia Luan, Hien Hao, Phu Long, Tran Chau, Viet Hai, Xuan Dam into a special zone calledCat Hai special zone.
114. Arrange the entire natural area and population size of Bach Long Vi district into a special zone calledBach Long Vi special zone.
115. After arrangement, Hai Phong city has 114 commune-level administrative units, including 67 communes, 45 wards and 02 special zones.
Article 2. Enforcement
1. This Resolution takes effect from the date of adoption.
2. Agencies according to their authority shall urgently carry out the necessary preparations, ensuring that local governments in commune-level administrative units formed after the arrangement specified in Article 1 of this Resolution will officially operate from July 1, 2025.
3. The local government in the commune-level administrative unit before the arrangement continues to operate until the local government in the commune-level administrative unit formed after the arrangement officially operates.
Article 3. Implementation organization
1. The Government, People's Council, People's Committee of Hai Phong city, local authorities, administrative units involved in the implementation of arrangements and other relevant agencies and organizations are responsible for organizing the implementation of this Resolution; Arrange and stabilize the apparatus of local agencies and organizations; Stabilize the lives of local people, ensure the requirements of socio-economic development, national defense and security in the area.
2. Assign the Government, based on this Resolution and Project No. 381/DA-CP dated May 9, 2025 of the Government, to organize the accurate determination of natural areas of commune-level administrative units and publicly announce them before September 30, 2025; At the same time, urgently carry out the work of measuring and determining the boundaries of administrative units in the field to compile records of administrative unit boundaries according to regulations.
3. The Ethnic Council, the National Assembly Committees, the National Assembly Delegation and the National Assembly delegates of Hai Phong city, within the scope of their duties and powers, supervise the implementation of this Resolution.
