Socio-economic performance in February and the first two months of 2022
I. Results of key socio-economic indicators in February and the first two months of 2022
– Industrial Production Index (IIP) in February is estimated to increase by 12.56% year-on-year. For the first two months, it increased by 7.58% year-on-year.
– Total retail sales of goods and service revenue
In February, it is estimated to reach VND 13,441.22 billion, an increase of 8.99% year-on-year;
For the first two months, it is estimated to reach VND 27,320.82 billion, an increase of 6.11% year-on-year, achieving 15.79% of the plan.
– Cargo throughput at ports
In February, it is estimated to reach 9.87 million tons, an increase of 9.93% year-on-year;
For the first two months, it is estimated to reach 21.06 million tons, an increase of 6.64% year-on-year, achieving 12.54% of the plan.
– Foreign investment attraction
In the first two months, an estimated 177.305 million USD in foreign investment capital was attracted, equivalent to 22.19% year-on-year, achieving 7.09% of the plan.
– Tourists
In February, an estimated 318.49 thousand tourists were welcomed and served, a decrease of 10.08% year-on-year, of which international tourists accounted for 8.01 thousand, an increase of 6.03% year-on-year;
For the first two months, an estimated 709.2 thousand tourists were welcomed and served, a decrease of 18.13% year-on-year, achieving 15.66% of the annual plan, of which international tourists accounted for 18.24 thousand, an increase of 3.91% year-on-year.
– New business registrations
In the first two months, 376 new businesses were registered with a total registered capital of VND 5,975.41 billion, a decrease of 3.09% in the number of businesses and an increase of 72.12% in registered capital compared to the same period.
– State budget revenue in the area
State budget revenue in the area in February is estimated to reach VND 6,603.35 billion, of which domestic revenue is VND 2,303.35 billion;
Accumulated for the first two months, it is estimated to reach VND 16,591.65 billion, an increase of 12.78% year-on-year and achieving 15.71% of the estimate assigned by the City People's Council; of which domestic revenue is VND 6,627.96 billion, an increase of 21.08%, achieving 16.17% of the estimate assigned by the City People's Council.
– Organized many safe Spring celebration activities; provided thorough care for policy beneficiaries during the Lunar New Year of the Tiger
+ Paid attention to caring for, visiting, and giving gifts to meritorious people and policy beneficiaries with increased support levels compared to the same period.
+ The demand for goods serving the people in the city before, during, and after Tet was met, with no widespread price fever or price increases.
+ Cultural and artistic activities celebrating the Party, Spring, and New Year were organized richly and diversely, in line with the situation and ensuring epidemic prevention and control requirements. Spring Flower Market was organized; lighting, decorative lights, flowers, and ornamental plants were arranged on central city streets, and in the centers of districts. The art program "Celebrating the Party, Celebrating the Lunar New Year of the Tiger – 2022" was recorded and broadcast.
– Regarding COVID-19 prevention and control:
After the Lunar New Year holiday, the COVID-19 epidemic became complicated nationwide in general and in Hai Phong in particular, with an increasing trend in community cases; the city strengthened leadership, direction, and implemented many epidemic prevention and control measures:
+ Continued to implement COVID-19 patient treatment at all levels, divided into 3 treatment tiers. Maximized resources for admission, treatment, and rescue of severe F0 patients, minimizing severe progression and deaths.
+ Urgently accelerated the progress of COVID-19 vaccination for people in the indicated age group; administered booster doses and recall doses ensuring the correct subjects, vaccine types, and intervals according to the guidance of the Ministry of Health. Implemented COVID-19 vaccination for pregnant women.
Piloted the establishment of Community Care Teams in districts: Le Chan, An Duong, Hai An, Ngo Quyen.
+ Prepared well the conditions to ensure safety in COVID-19 prevention and control when organizing direct teaching and learning activities. Strengthened widespread communication on the city's epidemic prevention and control efforts, preventing people from panicking and self-medicating at home. Accelerated the digital transformation in COVID-19 prevention and control.
Overall assessment:
The city organized the Lunar New Year of the Tiger 2022 ensuring joy, economy, and safety; social security policies were implemented promptly and effectively, ensuring that everyone and every household had Tet.
+ Some sectors and fields continued to grow compared to the same period, such as: Industrial production index, domestic revenue, revenue from import-export activities.
+ Continued to closely monitor the situation, promptly direct the removal of difficulties and obstacles in the implementation of important socio-economic infrastructure projects of the city.
+ Political and social stability, national defense and security were maintained.
However, the city's socio-economic situation still has some shortcomings and challenges:
+ The number of COVID-19 infections in the city remains high, and the leadership and direction of COVID-19 prevention and control in some localities are somewhat lax;
+ Strikes, labor accidents, and fires still occurred.
+ Continuous increases in gasoline prices have affected the prices of many raw materials, supplies, and food prices also tend to increase.
+ Site clearance for some key projects of the city is still slow.
II. To overcome existing shortcomings and difficulties, and effectively implement the "dual goal"of both COVID-19 prevention and control and focusing on socio-economic recovery and development; striving to achieve the highest possible completion of tasks and goals for 2022; in addition to the specific tasks of each Department and sector already detailed in the Report on the socio-economic situation in February and the first two months, I would like to emphasize some general tasks as follows:
1. Continue to strictly implement the directives of the Government, the Prime Minister, the National Steering Committee for COVID-19 Prevention and Controland the regulations and rules on epidemic prevention and control of the Ministry of Health and the directives of the City People's Committee
2. Develop and effectively implement the Program for Socio-Economic Recovery and Development according to Resolution No. 11/NQ-CP dated January 30, 2022, of the Government, ensuring timely progress and quality
3. Drastically implement solutions to effectively realize the city's 2022 Theme "Promoting urban embellishment and modernization – Building new model rural areas – Implementing digital transformation"
Organize the establishment and implementation of the Hai Phong City Urban Development Program until 2025, with an orientation to 2050, and the City Urban Embellishment Project for the period 2021-2025.
Advise on mechanisms and policies for city support for state-owned housing in newly built apartment complexes.
Accelerate the implementation of key transport projects, promptly completing and putting into use important transport infrastructure works.
Continue to propose projects and works for transport infrastructure development in 2022 and subsequent years.
Closely follow the 2022 new model rural construction program as planned.
Focus on advising on solutions and plans to drastically implement the tasks of the Digital Transformation Program in the city.
4. Promote the implementation of the 2022 public investment plan and investment promotion activities. Review revenue sources and tax types, and drastically collect state budget revenue. Focus on resolving site clearance issues to accelerate the implementation of key projects.
– Promote the activities of the city's working groups against state budget revenue loss. Review revenue sources and tax types, striving for drastic state budget collection from the first month and first quarter of 2022.
– Continue to implement electronic invoices for businesses and individual business households as directed by the Ministry of Finance and the General Department of Taxation.
– Supervise and urge investors of public investment projects to promptly complete procedures for disbursing allocated capital in accordance with regulations.
– Accelerate site clearance, infrastructure construction for industrial parks, and establishment of new industrial parks; promote investment attraction activities; build housing for workers in industrial parks.
– Introduce and attract investment in 04 locations planned for industrial cluster technical infrastructure construction: An Tho, expanded Tien Lang, Quang Phuc, Dung Tien – Giang Bien; propose the establishment of the Trang Due auxiliary industrial cluster.
5. Organize the implementation of Resolutions approved by the City People's Council at the 4th Session; prepare project dossiers and reports to be submitted to the regular session in 2022 and the thematic session of the 16th City People's Council.
6. Organize the implementation of Resolution No. 35/2021/QH15 dated November 13, 2021, of the National Assembly on piloting some specific mechanisms and policies for the development of Hai Phong City.
7. Establish the city's 5-year land use plan for 2021-2025; guide district-level People's Committees in developing, appraising, and submitting annual land use plans for approval; accelerate and complete the 2021 land statistics work.
8. Organize the opening ceremony of the 9th City Sports Festival.
9. Focus on developing the Project on organizing urban government in Hai Phong City; coordinate in developing the Project on establishing a city under Hai Phong City in Thuy Nguyen district and the Project on establishing a district-level administrative unit in An Duong district.
