After a period of very urgent work, with a high sense of responsibility, the 26th Session (Thematic Session) of the XVI Hai Phong City People's Council, term 2021 - 2026, has completed all the proposed content and program.
At the meeting, the City People's Council reviewed the Proposals of the City People's Committee, the verification reports of the City People's Council Committees, and the draft Resolution presented by the Secretary of the meeting. The City People's Council delegates raised their sense of responsibility, carefully researched the issues and voted and unanimously approved 11 thematic resolutions, including:
(1) Abolish Resolution No. 01/2025/NQ-HDND dated February 20, 2025 of the City People's Council on the policy of additional support for officials, civil servants, public employees, and workers under the city's management in implementing organizational arrangements and administrative units of the political system in Hai Phong city.
(2) Detailed regulations on a number of spending levels for Militia and Self-Defense Forces in Hai Phong city.
(3) Financial support for the City Police to perform the task of ensuring security, order and social safety in the city.
(4) Adjust the list of projects and works requiring land recovery and the list of projects and works to change the use purpose of rice cultivation land and protective forest land in the city in 2025.
(5) Adjusting and supplementing the List of land areas for bidding for investment projects using land in Hai Phong city in the period 2025-2026 (2nd time).
(6) Approve the settlement of state budget revenues in the area; finalization of local budget revenues and expenditures in 2024.
(7) Regulating fees and charges under the authority of the City People's Council for the implementation of online administrative procedures in Hai Phong city.
(8) The policy of assigning the People's Committee of Hai Phong city to be the managing agency implementing the Ninh Binh - Hai Phong expressway construction investment project, the section passing through Hai Phong city and 09 km in Thai Binh province.
(9) Investment policy Investment project to build a road connecting National Highway 5 with National Highway 10 through Kien An district.
(10) Adjusting the investment policy of the investment project to build ring road 2, section Tan Vu - Hung Dao - Bui Vien.
(11) Adjusting the investment policy of the Technical Infrastructure Construction Investment Project of North Cam River New Urban Area.
In order for the resolutions of the City People's Council to soon come to life, in his closing speech, Chairman of the City People's Council Pham Van Lap requested: The City People's Committee to urgently organize the implementation of the Resolutions in accordance with the legal regulations and directions of the Central agencies, in accordance with the city's practice; Continue to review necessary contents to submit to the City People's Council for consideration and resolution according to its authority, before merging Hai Duong with Hai Phong, to ensure not to disrupt the city's socio-economic development in accordance with the spirit of the Central Government's direction.
