On the afternoon of July 8, Vice Chairman of the City People's Committee Hoang Minh Cuong chaired a meeting with relevant departments, branches and units to listen to reports, review operations and ensure facilities, equipment and working conditions to serve the commune-level government after the merger.
According to a report from the Department of Home Affairs, in the first week of implementing the 2-level local government model, Public Administrative Service Centers in the city received more than 14,300 citizens to contact and carry out administrative procedures; Of which, more than 9,000 applications were resolved on the same day.
In many localities, the organizational structure and team of officials and civil servants have been consolidated, ensuring full implementation of functions and tasks according to regulations. Up to the present time, communes, wards, and special zones in Hai Phong city have basically completed the arrangement of personnel, assignment of tasks and arrangement of civil servants working at the Party Committee, Vietnam Fatherland Front Committee, People's Council and People's Committee at commune level.
Some difficulties and obstacles that arose during the initial implementation process were promptly guided and supported by the city's specialized agencies, helping the commune-level authorities proactively lead and direct the organization to overcome them, basically meeting the set task requirements.
At the conference to evaluate implementation progress, some comments from the grassroots reflected that there were still some inadequacies related to the issuance of seals, digital signatures and bank accounts for commune-level administrative units. These issues are being addressed by the city to ensure smooth operation of the new government model.
After listening to reports from Departments, branches and the City Public Administration Service Center on the situation of ensuring operating conditions of the commune-level government after the merger, Vice Chairman of the City People's Committee Hoang Minh Cuong requested units to focus on implementing solutions to improve the efficiency of handling administrative procedures.
In particular, emphasis is placed on increasing the updating of application processing results on the system, promoting online payments, and optimizing the procedure implementation process, especially in areas with great demand such as land and authentication. At the same time, direct the implementation of attaching authentication results to citizen records to minimize the need to submit copies, creating convenience for people and organizations.
The Vice Chairman of the City People's Committee assigned the Public Administration Service Center to coordinate with the Department of Science and Technology to conduct a comprehensive review of the issuance of digital signatures for individuals, the situation of facilities, equipment... to ensure synchronization and consistency at commune-level workplaces throughout Hai Phong city (new).
At the same time, request the Commune-level People's Committee to actively update the results of processing documents on the National Public Service Portal, strengthen decentralization and decentralization in handling administrative procedures to ensure progress and shorten processing time, especially with documents related to land and authentication - areas with a large number of people and organizations that need to be resolved. It is necessary to add electronic copies to citizen records for future lookup and comparison.
The Vice Chairman of the City People's Committee also assigned the Department of Construction to preside over and coordinate with the Department of Finance to issue synchronous instructions on physical infrastructure, office models, and administrative headquarters for communes, wards, and special zones, suitable to actual conditions and organizational requirements after arrangement. Relevant departments and branches are assigned the task of urgently issuing guiding documents, and at the same time providing specific and detailed reports with tables and images and regularly updating them to serve the work of synthesizing and advising the City People's Committee to deploy timely and practical solutions and troubleshooting mechanisms.
