On June 27, 2025, at the 9th session of the 15th National Assembly, with very high unity and consensus, the National Assembly officially passed Resolution No. 226/2025/QH15 on piloting a number of specific mechanisms and policies to develop Hai Phong city (hereinafter referred to as Resolution), effective from July 1, 2025. This is an important milestone, marking the completion of the key political task of the Department of Finance - the agency assigned by the City to preside over research, develop and complete the Project to submit to competent authorities for consideration and decision.
During the implementation process, the Department of Finance has closely coordinated with relevant departments, branches and units of the City and central ministries and branches, mobilizing collective intelligence, including inheriting and selecting successful policies and experiences at home and abroad to make appropriate adjustments to the reality in the City. In that spirit, the Resolution is built on the basis of closely following the major orientations of four important Resolutions of the Politburo[1] – “the four pillars” of the country's fundamental institutions in the new era, including inheriting and selecting successful policies and experiences at home and abroad to make appropriate adjustments to reality in Vietnam.city, thereby contributing to bringing the country into "a new era - an era of development, prosperity, and strength of the nation".
Resolution No. 226/2025/QH15 includes 6 policy groups with 41 policies focusing on handling "bottlenecks" in administrative procedures, thereby strengthening decentralization and decentralization of power to localities along with strict and effective control mechanisms in a number of areas such as investment, finance - budget, planning, and land. In particular, the policy group in the Free Trade Zone is expected to create a strategic breakthrough in a new growth model. These policies not only inherit the results achieved from Resolution No. 35/2021/QH15, but are also adjusted to suit current development requirements, with reference to experience from advanced models in the world and effective mechanisms and policies in large localities such as Ho Chi Minh City. These policies will help Hai Phong not only have the opportunity to maximize its potential and advantages such as seaports, logistics, and industry, but also create a breakthrough development model, contributing to promoting the economy of the Northern coastal region and the whole country. Hai Phong will be a pioneer in "testing breakthrough institutions"; When this model is successful, it will be an important practical basis to propose expansion of application nationwide, thereby contributing to improving national competitiveness in a challenging global context.
The Department of Finance has completed the tasks assigned by the City Party Committee, People's Council and People's Committee, contributing to creating a solid legal foundation for Hai Phong to more effectively exploit resources, expand development space, improve financial and budget management capacity, attract investment and promote transformation of a rapid, sustainable growth model.
In the next stage, the Department of Finance continues to promote its strategic advisory role, proactively coordinating and synchronously deploying approved mechanisms and policies; At the same time, closely monitor and evaluate implementation effectiveness to promptly advise on adjustments and improvements in accordance with reality. Thereby, contributing to realizing the goal of building Hai Phong into a modern industrial city, international service, trade and logistics center, worthy of being a driving force for the development of the Northern region and the whole country.
