On the afternoon of July 2, the City People's Committee held the first meeting after completing the merger of administrative units. At the meeting, the City People's Committee heard reports and gave opinions on a number of important contents, including: the operating situation of the two-level local government model; Draft Working Regulations of the City People's Committee; and Draft Work Program for the last 6 months of 2025. Chairman of the City People's Committee Le Ngoc Chau chaired the Conference.

Also attending were members of the Standing Committee of the City Party Committee, Vice Chairman of the City People's Committee and leaders of city departments and branches.
The conference was connected online to 114 points in communes, wards, and special zones.
According to a report from the Department of Home Affairs, from June 30, 2025 until now, the operation of the new commune-level local government in Hai Phong city has taken place under the drastic and unified direction of the City Party Committee and the City People's Committee. City leaders directly inspected the reality in localities, promptly resolving difficulties and obstacles in the early days of implementing the two-level local government model.
The necessary conditions for the basic operation of the commune-level apparatus are guaranteed. 100% of localities have been granted new seals of the Party Committee, People's Council, and People's Committee on time; Technical infrastructure was promptly upgraded, including high-speed Internet connections and equipment such as printers and scanners; Systems serving professional work such as the Information System for handling administrative procedures (Electronic One-Stop Shop) and the HPNet Document Management System operate stably and smoothly.
At the Conference, local representatives reflected some problems in the process of operating the new commune-level government model. Specifically, many localities have not yet been granted digital signatures for groups and individuals, causing difficulties in digitally signing administrative procedure documents. The National Public Service Portal and the Information System for handling administrative procedures also have interruptions when logging in... In addition, the declaration system and new forms of some administrative procedures have not been fully updated on the National Public Service Portal. The Ministry of Justice's civil status software changes accounts and passwords, making it impossible for professional civil servants to log in to process civil status documents for people. In addition, new commune-level units have not yet been allocated funds to operate under the new model...
Recognizing the initial positive results in the process of operating the new commune-level local government model in the city over the past 2 days, City Party Secretary Le Tien Chau requested Departments, branches and localities to urgently review and promptly resolve difficulties and problems raised at the Conference. The handling needs to ensure that the organizational system operates smoothly, effectively and efficiently right from the early stages of implementation.
Sincerely accept the instructions of Secretary of the City Party Committee, Chairman of the City People's Committee Le Ngoc Chau requesting communes, wards, and special zones to urgently complete physical facilities for workplaces and public administrative service centers; develop working regulations to ensure proper functions and tasks; Select and arrange professional staff with appropriate qualifications to effectively handle work; Assign leaders to be in charge of specific areas and fields.

The conference also sought comments on the Draft Working Regulations and Work Program of the City People's Committee in the last 6 months of 2025.
