Implementing Resolution No. 09/NQ-CP dated February 2, 2023 of the Government, Action Program No. 53-CTr/TU dated July 17, 2023 of the Standing Committee of the City Party Committee, Hai Phong City People's Committee issued Plan No. 84/KH-UBND dated April 5, 2024 to implement Resolution No. 09/NQ-CP dated February 2, 2023 of the Government and Action Program No. 53-CTr/TU dated July 17, 2023 of the City Party Standing Committee to implement Resolution No. 20-NQ/TW dated June 16, 2022 of the XIII Party Central Committee on continuing to innovate, develop and improve collective economic efficiency in the new period.
The specific objectives of the Plan are as follows:
By 2030:
– The entire city has over 200 cooperative groups with over 2,000 members; There are over 500 cooperatives with over 200,000 members; There are about 05 cooperative unions in different fields with about 20 members.
– Ensuring over 60% of collective economic organizations achieve good or fair grades.
– Strive to have 60% - 70% of cooperatives link up to build product value chains, of which, about 90% of agricultural cooperatives link up with businesses, other organizations and individuals along the value chain.
– More than 5% of cooperatives apply high technology to the production and consumption of agricultural products; Developing agricultural commodity value chains associated with production links, providing processing services and consuming agricultural products; Promote participation in supply chains that export agricultural products directly to foreign countries.
– 100% of cooperatives can use information technology and digital transformation in production and business activities.
By 2045
– Strive to have over 400 cooperative groups in the whole city with over 2,500 members; There are over 600 cooperatives with over 300,000 members; There are about 08 cooperative unions in different fields with about 30 members.
– Ensuring over 70% of collective economic organizations achieve good or fair grades, striving to have 80% - 90% of cooperatives participating in value chain linkages. Collective economic organizations apply technology, especially digital transformation, to production, business and service activities.
The Department of Finance was assigned by the City People's Committee to preside over and coordinate with other departments, branches, localities and units to monitor and urge the implementation of this Plan; Annually synthesize reports on the implementation of Resolution No. 09/NQ-CP and Action Program No. 53-CTr/TU and report to the City People's Committee before December 10./.
