On the afternoon of May 29, the Propaganda and Mass Mobilization Department of the City Party Committee coordinated with the Department of Culture, Sports and Tourism and the City Journalists Association to organize the 22nd weekly conference providing information and press briefings. Comrade Pham Van Thep, Member of the Standing Committee, Head of the Propaganda and Mass Mobilization Department of the City Party Committee, chaired the conference.
At the Conference, press agencies were informed about the socio-economic development situation in the first 5 months of 2025; organizing the Grade 10 Entrance Exam and the High School Graduation Exam in the city; the arrangement of administrative units at all levels; along with the process of building a two-level local government organization model.
For the Grade 10 entrance exam, the outstanding new point is that candidates register for admission completely online (100%). Literature (for non-majors) is still graded in the form of essay, while the two subjects Math and Foreign Language are changed to be graded in the form of objective tests (previously Math was graded in essay form). Regarding the High School Graduation Exam, this year there is one less exam session and two fewer exam subjects compared to previous years. The way to calculate graduation scores has also changed: graduation scores in 2025 will be calculated according to the formula of 50% of the average score of graduation exams + 50% of the average score of the entire year of Grade 12, instead of the ratio of 70% of exam scores and 30% of transcript scores as before.
Candidates with a valid international foreign language certificate are still exempt from taking the Foreign Language exam for graduation, but will not be able to convert 10 points for this subject like in previous years.
Regarding the arrangement of administrative units and building a two-level local government organization model, currently, Hai Phong city has a population of more than 4.6 million people. After the consolidation process, the city will reorganize its administrative apparatus with 14 departments and branches including: Department of Home Affairs, Department of Health, Department of Justice, Department of Agriculture and Rural Development, Department of Natural Resources and Environment, Department of Industry and Trade, Department of Culture, Sports and Tourism, Department of Finance, Department of Science and Technology, Department of Construction, Department of Education and Training, Department of Foreign Affairs, Office of the City People's Committee, City Inspectorate and Hai Phong Economic Zone Management Board.
Regarding personnel, after arrangement, the total number of officials, civil servants and public employees does not exceed 28,543 people, which is the total number of both Hai Duong province and Hai Phong city before the merger. The city will streamline staffing associated with restructuring and improving team quality, ensuring that within 5 years, staffing will be basically completed in accordance with regulations.
Regarding administrative infrastructure, the total number of public headquarters that need to be arranged is 932, of which Hai Phong has 482 headquarters and Hai Duong has 450 headquarters. Within 3 years from the date the National Assembly's Resolution on consolidation takes effect, the arrangement and handling of the headquarters and public assets will be completed in accordance with the law, ensuring effective use and avoiding waste.
Orienting propaganda in the coming time, comrade Pham Van Thep - Head of the Propaganda and Mass Mobilization Department of Hai Phong City Party Committee - requested press agencies to continue promoting propaganda on the arrangement of administrative units at all levels and building a two-level local government organization model in the city. In the immediate future, focus on information on preparations for the 10th grade entrance exam and the high school graduation exam in the city, ensuring it takes place safely, seriously, and in accordance with regulations. At the same time, focus on propagating the amendments and supplements to a number of articles of the 2013 Constitution through the VNeID application; results of the 11th Conference of the Party Central Committee, term XIII; Party Congresses at all levels progress to the 14th National Congress of theParty; closely follow the guidance of the Central Propaganda and Mass Mobilization Committee, the spirit of Directive No. 45 of the Politburo and the policies of the Party and State in the field of education; Propagate the policy of free tuition for preschool children and high school students in the public school system according to the Politburo's Conclusion./.
