According to the report evaluating the results of Hai Phong city's DDCI in 2024, the business picture of the production and business community in Hai Phong in 2024 continues to show a mixture of positive and challenging factors. DDCI survey results reflect that the majority of enterprises/cooperatives/business households (DN/Cooperative/HKD) have positive business results. Specifically, the rate of profitable businesses/cooperatives reaches 58.20% at the Department, board and sector level, while at the local level, this figure is up to 79.85% for business enterprises. This is a significant improvement compared to the period 2021-2023, showing that the operating capacity of business units is increasingly enhanced thanks to the ability to better adapt to the market and effectively exploit local support policies.
In addition, the rate of businesses/cooperatives/businesses reaching break-even is also quite significant, accounting for 15.60% for businesses/cooperatives and 11.17% for businesses. However, the loss rate is still notable, with 26.20% of businesses/cooperatives operating inefficiently compared to only 8.98% in the business group. These numbers show that, despite optimistic signs, the growth rate of enterprises/cooperatives/HKDs is still slow, and the business community in Hai Phong continues to face many challenges that need to be overcome.

The level of optimism and confidence of the business/cooperative/HKD community about business prospects is clearly shown through the results of the DDCI Hai Phong 2024 survey. Specifically, only 10.26% of HKDs and 28.38% of businesses/cooperatives plan to expand their business scale, this rate has a slight growth compared to the period 2020-2023. However, the majority of businesses/cooperatives/HKDs still maintain a cautious attitude, deciding to maintain their current business scale, with 84.13% of HKDs and 64.28% of businesses/Cooperatives choosing this option. Although the rate of downsizing or closing businesses in these groups is quite low, 7.34% for enterprises/cooperatives and 5.61% for HKDs, respectively, these are still indicators that reflect the challenging economic picture in 2024. This predicts that in the coming time, businesses will continue to facemany challenges in maintaining and developing business activities.
