Implement the provisions of Decree No. 78/2025/ND-CP dated April 1, 2025 of the Government detailing a number of articles and measures to organize and guide the implementation of the Law on Promulgation of Legal Documents;
Implementing the provisions of Decree No. 187/2025/ND-CP dated July 1, 2025 of the Government amending and supplementing a number of articles of Decree No. 78/2025/ND-CP dated April 1, 2025 of the Government detailing a number of articles and measures to organize and guide the implementation of the Law on Promulgation of Legal Documents and Decree No. 79/2025/ND-CP dated April 1, 2025 of the Government on inspection, review, systematization and processing of legal documents;
Implement the provisions of Decision No. 192/2025/QD-UBND dated October 17, 2025 of the City People's Committee promulgating Regulations on the construction and promulgation of legal documents of Hai Phong city;

The Department of Finance respectfully submits to the City People's Committee to promulgate Regulations on the management and use of city budget capital entrusted through the Bank for Social Policies to lend to the poor and other policy beneficiaries in Hai Phong city with specific contents.
