On the morning of July 11, Comrade Do Thanh Trung, Deputy Secretary of the City Party Committee, Chairman of the City People's Committee chaired the site inspection and progress of a number of key traffic projects in the city.

The Chairman of the City People's Committee inspected the field in the area of Projects: Investment in construction of Nguyen Trai bridge and urban embellishment of the surrounding area; Traffic intersection between Bui Vien street and Le Hong Phong street and intersection between Vo Nguyen Giap street and Bui Vien street; Invest in building a road connecting National Highway 5 with National Highway 10 through the old Kien An district; Investment project to build Ring Road 2 (section Tan Vu - Hung Dao - Bui Vien street); Investment project to build Ninh Binh - Hai Phong expressway (CT.08) section through Hai Phong and 9 km in Hung Yen area (section from Hanoi - Hai Phong expressway to coastal road intersection) and Investment project to build Ninh Binh - Hai Phong expressway (CT.08) section through Hai Phline and 9 km in the area of Hung Yen (Construction of Van Uc 2 bridge).
Through the actual inspection and listening to reports from the investor and related units, the Chairman of the City People's Committee recognized and praised the sense of responsibility and proactiveness in overcoming difficulties of the Project Management Board, construction contractors and party committees, and local authorities in recent times have made many efforts and closely followed the construction site to promote a large amount of work.
To ensure that projects are completed as committed and put into operation to serve the people and the development of the city, the Chairman of the City People's Committee requires the entire political system from the city to the locality to participate with the highest determination, proactively and closely coordinate, taking work efficiency as a measure.
The Project Management Board, heads of relevant departments and branches and local governments strengthen close coordination, proactively review and completely resolve difficulties and obstacles that arise during the implementation process; Drastically urge construction progress and ensure the disbursement rate of public investment capital according to the proposed plan.
According to the report of the Hai Phong Traffic Construction Investment Project Management Board, the implementation of projects to date has basically ensured progress as required.
Specifically, the Nguyen Trai Bridge Construction Investment Project and surrounding urban embellishment has a total investment of more than VND 6,312 billion. Regarding site clearance work, Thuy Nguyen ward has completed handing over 9.05 ha from the end of March 2025; Ngo Quyen ward has handed over more than 34.5 ha, currently there are nearly 20 hectares yet to be handed over, mainly belonging to the area of Hai Phong Port Joint Stock Company. Regarding the additional underground tunnel area (4.87ha), there are still procedures for 4 households. Regarding construction progress, up to now the total volume of 3 construction and installation packages has reached about 49%; The project has disbursed more than 88% of the allocated capital.
The intersection project between Bui Vien Street and Le Hong Phong Street has a total investment of more than 785 billion VND. The value of the construction volume is estimated to reach more than VND 66.4 billion (equivalent to 14% of the contract value). The contractor is focusing on demolishing the old structure, digging the foundation and constructing soil-cement piles. Regarding the capital plan, the project's cumulative disbursement reached more than 73% of the allocated capital; The 2026 plan alone has disbursed over 55%.
The intersection project between Vo Nguyen Giap and Bui Vien streets has a total investment of more than VND 675 billion from the city budget. The project started construction at the end of December 2025 with an implementation period of 18 months. Up to now, the construction volume is estimated to reach nearly 22% of the contract value. Construction units are currently pouring concrete into the tunnel segments and excavating the existing structure. Cumulative disbursed capital reached nearly 74% of the allocated capital; Capital in 2026 alone will disburse 167,437 billion VND, reaching a rate of nearly 60%.
The Ring Road 2 Construction Investment Project (Section Tan Vu – Hung Dao – Bui Vien) has a total investment of more than VND 8,593 billion. Site clearance work has been basically completed in Hai An, Kien An, An Hai and An Phong wards. However, in Hung Dao ward, there are still problems related to more than 170 households who have not completed demolition and handover of the site; In An Duong ward, procedures for handing over an area related to 80 households are being urgently completed. Regarding disbursement, the 2026 capital plan has been realized at a rate of about 65%.
For the investment project to build the Ninh Binh - Hai Phong expressway (CT.08) section through Hai Phong and 9 km in the area of Hung Yen (section from Hanoi - Hai Phong expressway to the coastal road intersection) and Van Uc 2 Bridge is still ensuring progress according to the plan./.
