On the afternoon of October 1, Chairman of the City People's Committee Le Ngoc Chau chaired an online conference with 114 communes, wards, and special zones to listen to reports evaluating the operation of the 02-level local government model.

After 3 months of operation, the 2-level local government model in Hai Phong has achieved many positive results. State management activities from the city to the grassroots are in order, security and order are guaranteed. The training and fostering of staff is emphasized; The system of decentralized and decentralized documents is issued promptly, creating a clear legal corridor and increasing initiative for the establishment. Administrative procedures are standardized and time is shortened; Online public services and digital infrastructure are deployed synchronously, contributing to improving the quality of service for people and businesses. Facilities, equipment and human resources are gradually added to meet mission requirements.
The City People's Committee conducted inspections in 68 communes, wards, and special zones, promptly directed to remove difficulties and assigned departments and branches to guide and support localities in handling problems. From July 1 to September 30, 2025, the City People's Committee and the City People's Committee Chairman assigned 6,084 tasks to departments, branches and localities; Of which 4,678 tasks have been completed (77%), 1,331 tasks are in progress (22%) and 75 tasks are overdue (1%).
At the Conference, leaders of the city and sectors and localities agreed to evaluate that in recent times, from the city to the grassroots, the spirit of solidarity, unity, and synchronous and effective implementation of political tasks have been promoted; The direction and management work is drastic, flexible, and creative, contributing to maintaining socio-economic growth and maintaining national defense and security. In particular, the city also successfully organized the grassroots Party Congress and the First City Party Congress, term 2025-2030 in accordance with the orientation of the Central Committee, City Party Committee and City People's Committee Party Committee.
In addition to the results achieved, the Conference also highlighted difficulties and limitations that need to be overcome such as: the commune-level human resources team needs to continue to supplement, strengthen and improve qualifications; The facilities of some Public Administrative Service Centers do not meet the requirements; The status of administrative procedure documents is slow and overdue; Digital transformation, connection and data sharing are not synchronized, especially in the fields of civil status and land; The coordination between the commune level and the Regional Project Management Board is still inadequate...
Speaking at the Conference, City Party Secretary Le Tien Chau acknowledged and appreciated the initial results after 3 months of operating the 02-level local government model. He emphasized 3 outstanding highlights, which are: the organizational structure and personnel are basically stable; Implement well the policy for officials taking early retirement; Local governments at 2 levels demonstrate a positive, proactive and responsible spirit in carrying out their tasks.
The City Party Secretary praised the leadership and direction of the City People's Committee, especially the thorough, drastic and methodical work of the City People's Committee Chairman and Vice Chairman who always accompany and solve difficulties for the grassroots. Thanks to that, the city's economy and society in the third quarter had many bright spots, creating an important foundation to successfully complete the targets in 2025.
In addition to the achieved results, the City Party Secretary also shared difficulties in the implementation process such as the large, new, and difficult workload; Human resources are still thin; Facilities and funding are limited. He pointed out a number of shortcomings, including not fully realizing the role of the commune level in the new period. The Secretary of the City Party Committee affirmed that the commune level is not just an "administrative level" to handle procedures, but must become a "level that creates local development", creating a favorable environment for people and businesses.
He emphasized the need to properly evaluate the implementation capacity of each locality, because each commune, ward, and special zone will have different historical, economic and social characteristics. Therefore, along with decentralization and decentralization, adequate resources must be allocated in terms of people, equipment and financial mechanisms so that the commune level can promote initiative and efficiency.
Mentioning the key tasks in the coming time, Mr. City Party Secretary Le Tien Chau requested the City People's Committee, Departments and branches to strengthen inspection, supervision, and promptly remove difficulties for the grassroots according to the motto "The city serves the commune-ward, the commune-ward serves the People". Departments and branches consider the commune level as the object of service, regularly listening and providing support in terms of human resources, facilities, digital infrastructure, legal and financial matters.
Comrades request to urgently renovate, build headquarters, and supplement equipment; Review and arrange enough professional staff, especially in the fields of land, planning, finance, IT, education, and health, to be completed before October 15, 2025.
