In his opening speech at the Congress, Comrade Le Ngoc Chau, Deputy Secretary of the City Party Committee, Secretary of the City People's Committee, and Chairman of the City People's Committee stated clearly that for the 2020-2025 term, in the context of the country and the city facing many unprecedented difficulties and challenges, especially the profound impact of the Covid-19 pandemic, global economic fluctuations, climate change and the pressure to change the growth model; However, with the spirit of solidarity, initiative, creativity and high determination, the Party Committee of the People's Committee of Hai Phong city and Hai Duong province, now the Party Committee of the People's Committee of Hai Phong city, has led and directed the comprehensive and effective implementation of assigned political tasks and achieved many outstanding results.
The average GRDP growth rate in the period 2021-2025 is estimated to reach 11.39%/year; The economic scale in 2025 is estimated to reach over 502,396 billion VND, 1.83 times higher than in 2020. The city's GRDP proportion in 2024 accounts for 14.88% of the Northern key economic region, 12.96% of the Red River Delta and 3.86% of the whole country. The average GRDP per capita in 2025 is estimated to reach 228 million VND/person. Total budget revenue in the area reached over 669,600 billion VND; Attracting foreign direct investment (FDI) reached more than 24 billion USD, attracting domestic investment reached over 529,000 billion VND. The indexes of administrative reform, competitiveness, and satisfaction of people and businesses are continuously among the leading nationwide.
Transportation, urban, seaport, and logistics infrastructure develop synchronously; Cultural and social fields have made many advances; Social security is concerned; National defense and security are maintained, social order and safety are guaranteed.
Party building work has been comprehensively implemented in all aspects: politics; thought; morality; organization and staff. The two-level local government model officially comes into operation from July 1, 2025. With an area of over 3,190 km², population of nearly 4.7 million people, economic scale ranks third in the country; Hai Phong city is identified as an international seaport city, modern industrial center, logistics service, and free trade; At the same time, it is a focal point for education - training, science - technology and deep integration. Looking back at the 5-year journey of implementing the Resolution of the Party Congress at all levels for the 2020-2025 term in addition to the basic results achieved; In the leadership, direction, organization and implementation of the Party Committee and the City Party Executive Committee, there are still shortcomings and limitations: Some socio-economic development targets have not met expectations; The leadership in carrying out tasks at some party committees is still slow, and the quality of effectiveness in some aspects is not high; Although the work of developing science, technology and innovation has achieved some important results, there are still many problems that need to be overcome; A part of cadres, civil servants and public employees have not had a strong change in their behavior and working habits; Discipline and civil service discipline are sometimes not strict.
With the motto "Solidarity - Democracy - Discipline - Creativity - Development", the Congress will discuss and give comments on the draft Political Report and Review Report of the Party Executive Committee, contributing to continuing to affirm the achievements that have been achieved, frankly pointing out the limitations and causes; clearly identify the main directions, goals, tasks and solutions for the 2025-2030 term of the Party Committee; Participate in the project of building a model of socialism associated with socialist people in Hai Phong city for the period 2025-2030 and the following years.
At the same time, the Congress will contribute comments to the draft Documents submitted to the 14th National Congress of the Party and the 17th City Party Congress, with a high sense of responsibility, enthusiasm and intelligence of the City People's Committee Party Committee.
