(Haiphong.gov.vn) - On the morning of December 1, in Hanoi, the Politburo and the Secretariat organized a national in-person and online conference to thoroughly grasp and summarize the implementation of Resolution No. 18-NQ/TW of the 12th Party Central Committee on "Some issues on continuing to innovate and organize the apparatus of the political system to be streamlined and operate effectively and efficiently"; Report on the socio-economic situation in 2024, solutions to accelerate socio-economic development in 2025 and remove institutional bottlenecks.

The organizational apparatus of the political system is still cumbersome, with many levels and many focal points; The functions, tasks, powers, and working relationships of many agencies, units, and organizations are unclear, duplicate, and overlapping; Decentralization and decentralization of power to localities is not strong, not synchronous, not reasonable, and does not meet the requirements and tasks of the new period...
Faced with the requirements and tasks of the new development period, the country entering a new era, the era of national advancement, the Central Executive Committee and the Politburo have highly agreed with strong political determination to implement the policy of early and comprehensive summary of Resolution 18-NQ/TW throughout the political system. The General Secretary requested the need to continue to create further breakthroughs in institutions, Remove all difficulties, obstacles, and bottlenecks to free up all resources and strongly reform administration, creating a favorable environment for development.
The General Secretary proposed that based on the general guidelines and policies of the Party and State and the regulation of the Central Government, localities must promote the spirit of initiative and creativity for development; Each agency, unit and locality must set specific goals to contribute to achieving the country's common goals.

Regarding the Party Congresses at all levels moving towards the 14th Congress, the General Secretary said that the documents submitted to the 14th Party Congress were developed by the Central Committee relatively elaborately, thoroughly, and scientifically. The task of Party Committees at all levels is to quickly organize for officials and party members to research and contribute opinions to the Documents. The Party Central Committee continues to receive comments from party organizations, scientists, scholars, intellectuals, and people from all walks of life to supplement and complete the Documents to submit to the 14th Congress.
Regarding streamlining the organizational apparatus of the political system, the General Secretary requested all levels and branches from the Central to the grassroots to determine the highest political determination in implementing this policy. This is a particularly important task, a revolution in streamlining the organization of the political system. This is not just a matter of scale or quantity, but more deeply, it is about creating a qualitative change in the operation of the political system.
Leading officials, heads of party committees and agencies need to be exemplary, proactive and decisive in carrying out assigned tasks in the spirit of "running while lining up"; "The central level does not wait for the provincial level, the provincial level does not wait for the district level, the district level does not wait for the grassroots level"; "The central government sets an example, localities respond." Each level and each sector closely follows the plan to summarize and propose models for their agencies and units to ensure on schedule (Ministries and sectors must complete in December 2024); towards the common goal of completing and reporting to the Central Government a plan to arrange and consolidate the organizational apparatus of the political system in the first quarter of 2025.
The General Secretary noted urgent implementation but ensuring caution, certainty, maintaining principles, receiving opinions from practical reviews, experts, scientists, including foreign experience... to propose the most optimal streamlining and organization of the apparatus. Thoroughly overcome the overlapping functions and tasks, and division in areas and fields; Agencies and organizations that have previously made initial arrangements must also review proposed internal rearrangements; resolutely eliminate intermediary organizations; Organizational reform must be associated with thoroughly grasping and effectively implementing the Party's policies on innovating leadership methods, strongly decentralizing power to localities, promoting administrative reform, combating waste, national digital transformation, and socialization of public services...
The general requirement is that the new machine must be better than the old machine and put into operation immediately; Do not interrupt work, do not leave gaps in time, do not leave empty areas or fields; Do not let it affect the normal activities of society and people... Streamlining the organizational structure goes hand in hand with streamlining staff and restructuring the staff with enough qualifications and capacity to be on par with the tasks. Do not let state agencies become "safe havens" for weak officials.
The General Secretary requested that each agency and unit must properly carry out ideological and political work, regimes and policies for cadres, party members, civil servants, public employees and workers affected by the rearrangement of the organization and apparatus; Ensure fairness, openness, objectivity, and avoid complications. The Politburo has a policy of temporarily suspending the appointment and introduction of candidates for higher positions for agencies and units that are expected to be streamlined and streamlined (except in truly necessary cases); Temporarily suspend the recruitment of civil servants from December 1, 2024 until the organizational arrangement is completed according to the Central orientation.
Party committees at all levels from the Central to the grassroots direct and strengthen propaganda work, orient public opinion, create high unity in the Party and the entire political system, and consensus among the People on policies, requirements, and tasks of streamlining the organizational apparatus in the new situation. Reduce 05 Ministries, 02 agencies under the Government. Reduce 04 Committees of the National Assembly, 01 agency under the Standing Committee of the National Assembly.
