Hai Phong strives to have businesses reaching regional level

The Standing Committee of Hai Phong City Party Committee has issued Action Program No. 21-CTr/TU to implement Resolution No. 41-NQ/TW dated October 10, 2023 of the Politburo on building and promoting the role of Vietnamese businessmen in the new era.

The program determines the goal of building a team of Hai Phong businessmen with comprehensive development in quantity, quality and structure; have political courage, intelligence, ethics, business culture, and advanced management capacity; comply with the law, be socially responsible, and make an important contribution to the rapid and sustainable development of the city.

The city sets specific goals, striving to have about 87,000 businesses operating by 2030; Over 85% of entrepreneurs have professional qualifications from college, university or higher.

The city's private sector enterprises account for 3.5 - 4% of the Top 500 largest private enterprises in Vietnam (equivalent to 18 - 20 enterprises), including 2 or more enterprises in the Top 100 largest private enterprises in Vietnam.

Strive to have businesses reach regional level, businesses reach national brand; There are large enterprises with leading roles in key industries and fields, deeply participating in the global value chain.

Vision to 2045, develop a team of city entrepreneurs with scale, capacity and qualifications to meet development goals, high income, position and prestige domestically and internationally; a part of the enterprise with world brands, leading a number of supply chains and global value chains.

To achieve the set goals, the program identifies 7 main groups of tasks and solutions.

Focus on raising awareness of the position and role of businessmen in implementing city development goals; promote propaganda, dialogue, and honor typical entrepreneurs; Build a positive communication environment, accompanying businesses.

The city perfects mechanisms and policies; improve the business investment environment towards transparency, convenience and equality; Promote reform of administrative procedures and support business development.

Focus on training and fostering entrepreneurs in modern management, digital transformation, green transformation, and international integration; Support businesses to effectively take advantage of free trade agreements (FTA).

Strengthen the building of ethics and business culture; promote national spirit, social responsibility, and awareness of environmental protection; Build an image of dynamic and responsible Hai Phong businessmen.

The program also emphasizes promoting links between businessmen and workers, farmers, and intellectuals; build harmonious and stable labor relations; promote the strength of the great national unity bloc.

Strengthen the Party's leadership role and the State's management effectiveness; develop party and union organizations in enterprises; innovate management methods in the direction of serving businesses and people.

The program sets out 34 key tasks in 7 solution groups, assigned specifically to each agency, organization, and implementing unit.

The Standing Committee of the City Party Committee requires the organization to implement the action program to ensure the "6 clarity" principle: Clear people, clear work, clear time, clear responsibility, clear product, clear authority; associated with inspection, supervision and evaluation of implementation results.

Committees at all levels, agencies and units develop specific plans and organize synchronous implementation; Strengthen monitoring, urging, and promptly remove difficulties and obstacles.

The promulgation of the action program is an important step in concretizing the Party's policy, contributing to building a strong team of Hai Phong businessmen, promoting its pioneering role in economic development, contributing to the goal of building the city into a modern industrial and service center with sustainable development in the new era.
