On the morning of May 18, the Working Group of the National Assembly's Economic and Financial Committee led by Comrade Nguyen Hong Dien, Member of the Party Central Committee, Vice Chairman of the National Assembly, worked with the city on the implementation of Resolutions and Conclusions of the Party and the National Assembly on growth goals and key transportation projects.
Welcoming and working with the Working Group on the city leadership side were comrades: Do Thanh Trung, Deputy Secretary of the City Party Committee, Chairman of the City People's Committee; Comrades, members of the Standing Committee of the City Party Committee; Representative of the City National Assembly Delegation; leaders of relevant departments, branches, branches and units.
Before entering the official working session, the Working Group conducted a field survey of the Lao Cai - Hanoi - Hai Phong railway construction investment project at the planning location of the southern Hai Phong railway station in Kien Minh commune. After listening to the report of the Railway Project Management Board and the Department of Construction, the Working Group noted that the locality had completed the work of measuring, extracting, and mastering to prepare documents for main line land plots in 23 communes, wards, and special zones. Reporting at the meeting, Standing Vice Chairman of the City People's Committee Le Anh Quan affirmed that, closely following the Resolutions of the Central Committee and the National Assembly, Hai Phong continuously strives to maintain its double-digit growth target. Thanks to drastic management, the city's GRDP growth rate in the first quarter of 2026 reached 11.21% over the same period, rising to third place in the country and leading in the group of centrally run cities. Along with that, the industrial production index in the first 4 months of the year increased by 15% over the same period, the accumulated total State budget revenue in the area reached 78,461 billion VND, attracting the majority of foreign investment capital.nearly 1.3 billion USD and the disbursement of public investment capital reached a positive plan. Besides economic development, the fields of culture and social security are also given careful attention by the city, successfully organizing many major events and taking good care of people's lives.
In addition to the outstanding results, the City People's Committee also frankly reported difficulties due to world geopolitical fluctuations affecting the supply chain, logistics and pressure from a sharp increase in construction material prices from 5% to 15%, affecting infrastructure projects. To free up resources, Hai Phong city proposes to the National Assembly and National Assembly Committees to support localities in proposing specific mechanisms and policies, amending and supplementing current regulations to increase initiative. At the same time, the city proposed that the Government soon allocate a medium-term public investment plan for the periodIn the new case, the Ministry of Finance provides specific instructions on budget spending and requests ministries and branches to soon hand over the center line and official site clearance boundaries for localities to deploy in synchronization with urban development planning.
Speaking at the meeting, Vice Chairman of the National Assembly Nguyen Hong Dien highly appreciated the initiative and determination of Hai Phong city leaders in implementing the Resolutions of the Party and the National Assembly, especially the outstanding economic growth momentum and the active preparation of ground for the national railway project. He requested the city to continue to seriously grasp the Resolutions and urgently complete synchronous plans to proactively welcome new investment waves. Hai Phong needs to promote changing the growth model, focusing on key industries with high added value such as coalHigh-tech industry, semiconductor chips, AI, marine economy and modern logistics services. In addition to coordinating with ministries and branches to research and propose specific mechanisms and drastically disburse public investment capital associated with administrative reform, the Vice Chairman of the National Assembly noted that the city needs to speed up the progress of site clearance and construction of resettlement areas to ensure good social security to serve the Lao Cai - Hanoi - Hai Phong railway project. At the same time, the city must carefully review the planning of the station system and connected transport infrastructure according to the TOD model (Transit-Oriented Development: a development modelThe urban development takes the public transportation system as the backbone) to ensure synchronization and connection with the seaport system and enhance regional connectivity to maximize its role as a pole of economic growth in the North. Regarding the recommendations, the Working Group noted and will fully synthesize them to report to the National Assembly and the Government for consideration and resolution according to their authority.
Comrade Do Thanh Trung, Chairman of the City People's Committee, respectfully accepted all the instructions of the Vice Chairman of the National Assembly, and affirmed that Hai Phong will highly focus the entire political system to comprehensively complete the set growth goals. For the Lao Cai - Hanoi - Hai Phong railway project, the Chairman of the City People's Committee requested relevant departments, branches and localities to urgently coordinate with the Ministry of Construction and the Project Management Board to soon complete the boundary markers and officially hand over the center line; At the same time, research and plan the system of stations connecting transport infrastructure and servicesogistics according to the TOD model.
