On the afternoon of September 22, comrade Nguyen Quang Phuc, Member of the Standing Committee of the City Party Committee, Head of the Propaganda and Mass Mobilization Department of the City Party Committee chaired the press conference to inform about the 1st Hai Phong City Party Congress, term 2025-2030.
This is the first provincial and city-level digital congress in the country, marking Hai Phong's pioneering step in applying digital technology to Party building work.
The Congress took place over 2 days, September 26 - 27, 2025 (3 working sessions) at the City Convention and Performance Center, with the attendance of 446 delegates, representing 243,544 party members of 118 party committees under the City Party Committee. The Prime Minister attended and gave instructions at the opening session (morning of September 27). This is also the first Congress after the merger of Hai Phong city and Hai Duong province, when the city's population reached more than 4.6 million people (ranked 4th in the country); Economic scale ranks third in the country.
The preparations for the Congress have been carried out urgently, scientifically and professionally. The Documents, Personnel, and Organization Subcommittees serving the Congress closely followed the plan and clearly assigned tasks to each agency and unit. The documents were carefully prepared, through many rounds of discussion, and received extensive comments from officials, party members and the people. The Political Report was completed after 12 drafts, the Review Report and Resolution were revised through 6 drafts. The City Party Committee also proactively developed a draft Action Program to implement the Resolution, ensuring that the Congress Resolution soon comes to life. This Congress recorded the largest number of presentations ever, with 156 submissions, with 17 expected to be presented directly.
In particular, the city has built "Digital Congress" software to serve the entire organizational process. Software that applies artificial intelligence (AI) in taking attendance of delegates, analyzing information, providing complete documents, working programs and socio-economic development targets; Demonstrating Hai Phong's leading spirit in implementing Resolution 57-NQ/TW of the Politburo and Resolution 226/2025/QH15 of the National Assembly on specific mechanisms and policies for city development, towards comprehensive digital transformation, ensuring information safety and security.
With careful preparation, the 1st Hai Phong City Party Congress is an important milestone, contributing to bringing the city into a new stage of development, making a strong breakthrough, worthy of being a major economic center of the country./.
